Main Events<br />

• AdRA - Águas da Região de Aveiro, S.A. launched its<br />

activities as the management company of the public<br />

partnership between the Portuguese State and the set of<br />

municipalities made up of Águeda, Albergaria-a-Velha, Aveiro,<br />

Estarreja, Ílhavo, Murtosa, Oliveira do Bairro, Sever do Vouga<br />

and Vagos, following its founding in July 2009. In December<br />

<strong>2010</strong>, the municipality of Ovar joined up to the partnership.<br />

•AgdA - Águas Públicas do Alentejo, S.A. launched its activities as<br />

the management company of the public partnership between<br />

the Portuguese State and the set of municipalities made up of<br />

Alcácer do Sal, Aljustrel, Almodôvar, Alvito, Arraiolos, Barrancos,<br />

Beja, Castro Verde, Cuba, Ferreira do Alentejo, Grândola,<br />

Mértola, Montemor-o-Novo, Moura, Odemira, Ourique,<br />

Santiago do Cacém, Serpa, Vendas Novas, Viana do Alentejo and<br />

Vidigueira, following its founding in August 2009.<br />

• The concession contract was signed between Simdouro, S.A.<br />

and the Ministry of Environment and Territorial Planning,<br />

attributing the former company the management and<br />

operation of the Grande Porto Multi-municipal Sanitation<br />

System. Simdouro, a company in which <strong>AdP</strong> SGPS holds a<br />

51% stake, was established under Decree Law no. 312/2009,<br />

of 27 October.<br />

• The Noroeste Multi-municipal Water Supply and Sanitation<br />

System was established through the merger of the three<br />

previous multi-municipal water supply and sanitation systems<br />

existing in the region, with the establishment of the<br />

management company Águas do Noroeste, S.A., in which<br />

<strong>AdP</strong> SGPS holds a 51% stake, pursuant to Decree Law no.<br />

41/<strong>2010</strong>, of 29 April.<br />

• Studies were undertaken with the objective of founding two<br />

partnerships between the Portuguese State and<br />

municipalities for the management of water services, one<br />

with the Noroeste municipalities and another with the<br />

Mondego and Lis municipalities.<br />

• Studies were also carried out on the potential for merging<br />

the multi-municipal water supply and sanitation systems run<br />

by the Águas do Mondego and Simlis companies.<br />

• In the field of waste, following the merger of the companies<br />

Valorsul and Resioeste, Valorsul - Valorização e Tratamento<br />

de Resíduos Sólidos das Regiões de Lisboa e do Oeste, S.A.<br />

was founded for the respective multi-municipal system,<br />

through Decree Law no. 68/<strong>2010</strong>, of 15 June.<br />

• The expansion of Valnor to municipalities in the geographic<br />

zone of Beira Interior and Raia Pinhal was completed by<br />

Order no. 16510/<strong>2010</strong>, of 29 October.<br />

• Authorisation was granted by the Ministry of Environment and<br />

Territorial Planning and by the Ministry of State and Finance to<br />

extend the Ersuc concession period through to 2030.<br />

• Studies on the setting up of a municipal solid waste (MSW)<br />

treatment system in partnership with the S. Miguel island<br />

municipalities in the Azores were submitted for the approval<br />

of the authorities in May.<br />

• Studies designed to prepare the way for redefining the legal<br />

and statutory regime of EPAL proceeded with the objective<br />

of opening up the feasibility of managing the various activities<br />

making up the urban water cycle in Greater Lisbon and<br />

adjoining geographic areas.<br />

• The Strategic Plan for Multi-municipal Water Supply and<br />

Wastewater Sanitation System Operational and Maintenance<br />

Services was implemented - PESOMAS 2006-2015.<br />

• The project “PASt21 - National Water and Wastewater<br />

Treatment Plant Performance Evaluation Initiative”, first<br />

launched in 2009, was subject to development and with<br />

conclusion due in mid-2011, which seeks to test, at the national<br />

level, the recently developed National Laboratory of Civil<br />

Engineering systems installed for evaluating the performance of<br />

water treatment and urban wastewater treatment plants.<br />

• <strong>AdP</strong> joined up to the AWARE - Advanced Water Asset<br />

Rehabilitation project, financed by the European Economic<br />

Area (EEA) Financial Mechanism, by ERSAR (Portuguese<br />

Water and Waste Regulatory Entity) and by four end-users,<br />

including <strong>AdP</strong>.<br />

• In the waste sector, a set of incentive actions were set out to<br />

prevent the production of waste, within the framework of<br />

contributing towards achieving the national target of<br />

reducing the amount of urban waste by 10% by 2016.<br />

• New automatic material recovery centres went operational<br />

in Algar, Suldouro, Valorsul (formerly Resioeste) and Amarsul.<br />

• In <strong>2010</strong>, applications to POVT (Operational Program for<br />

Territorial Improvement) were submitted and approved for<br />

completion of the second phase / removal, transport and<br />

deposit of contaminated soils in landfills. With the conclusion<br />

of detailed studies and risk evaluation, 2011 should see the<br />

presentation of applications relating to the implementation<br />

of the planned remedial measures.<br />

• Taking into account the development of various means of<br />

capturing endogenous energy resources by the <strong>AdP</strong> Group, in<br />

accordance with authorisation granted by a joint order from<br />

<strong>AdP</strong> Group_<strong>Annual</strong> <strong>Report</strong> <strong>2010</strong>_14|15
