Chairman - Pedro Eduardo Passos da Cunha Serra<br />
Born Lisbon: 9 June 1946.<br />
Academic Qualifications<br />
Bachelor and Masters Degrees in civil engineering from the Higher Technical Institute (IST-Instituto Superior Técnico), Lisbon.<br />
Professional Career<br />
- He began his career in 1969 at COBA, S.A., a Portuguese engineering consultancy, first as a hydraulics engineer and subsequently<br />
as general director (1982/87) and managing director (1984/87). He was involved in planning and building hydroelectric projects,<br />
dams and their related water systems as well as in hydrological studies and the planning of water resources. He left Coba in 1989<br />
to become an independent consultant.<br />
- In 1994, he was appointed president of Portugal’s Water Institute, in which role he participated actively in the negotiations that led<br />
to the signing of the Albufeira Portuguese-Spanish Agreement on Shared River Basins (1998) and in the preparatory work for the<br />
European Union’s Framework Directive for the water sector.<br />
- He was president of the National Commission for Major Dams and the National Commission for Irrigation and Drainage as well<br />
as the River Basin Councils for the Minho, Douro, Tagus and Guadiana rivers. He has been a member of the National Water Council<br />
since 1994.<br />
- In 1999, he was appointed president of the Regulating Institute for Water and Waste and presided over the setting up of the new<br />
body. In March 2001, he became president of the Portuguese Road Institute and a number of other road transport bodies. In<br />
November 2002, he returned to his private consulting practice.<br />
- In 2006, he was invited by the minister for the environment, territorial planning and regional development to coordinate and<br />
oversee the revision of Portugal’s Strategic Plan for Water Supply and Wastewater Sanitation.<br />
- He has regularly published articles on water law and the regulation of the water sector. He also is also a lecturer on postgraduate<br />
courses in these as well as water planning and applied hydrological statistics.<br />
Current Responsibilities<br />
He has been Chairman of the Board of Directors of <strong>AdP</strong> - Águas de Portugal, SGPS, S.A. and of Boards of Directors of <strong>AdP</strong> - Águas<br />
de Portugal Internacional - Serviços Ambientais, S.A. since May 2005.<br />
Member - António Manuel da Silva Branco<br />
Born Angola: 16 May 1946.<br />
Academic Qualifications<br />
Degree in Chemical and Industrial Engineering from the Higher Technical Institute (IST-Instituto Superior Técnico), Lisbon.<br />
Professional Career<br />
- He began his career at Hidroprojecto, S.A., where, from 1974 to 1978, he was a member of the Environmental Technology and<br />
Processes Department, working as a designer and project leader in the following areas: drinking water treatment; treating water<br />
for industrial uses; urban wastewater treatment; industrial wastewater treatment; and the collection, processing and final disposal<br />
of urban refuse.<br />
- From 1978 to 1980 he was general director of Hidrocontrato, a company owned by Hidroprojecto that builds water treatment<br />
and sanitation installations. He headed Hidroprojecto’s operations in Angola in 1981 and 1982.<br />
- From 1983 to 1987 he returned to his post as general director of Hidrocontrato, a position he accumulated with his role as<br />
assistant director of production and sales at Hidroprojecto. From 1988 to 1992, being one of the investors who had acquired<br />
Hidrocontrato, he took over the management of the company.<br />
- In 1993 he joined Parque Expo 98 as a manager of one of the companies belonging to the group and participated actively in all<br />
the negotiations leading to the setting up of Valorsul, S.A., which he joined in 1994 as chief executive, a post that he held until<br />
March 2000. From March 2000 to September 2002 he was managing director of Parque Expo 98.<br />
- In September 2002, he was appointed chairman of the board of directors of Valorsul, a post which he accumulated with his position<br />
as chief executive.
