Het bewind van Habibie bracht geen verbetering in de<br />

situatie op Papoea. Gedurende de jaren 1998 tot 2000<br />

werden er door buitenlandse waarnemers 80 gevallen geregistreerd<br />

van standrechtelijke executies en vele honderden<br />

van willekeurige arrestaties en martelingen. Ben<br />

rapport van het Amerikaanse Department of State meldde<br />

in 2001 over Papoea:<br />

"Security forces were responsible for numerous instances<br />

of, at times, indiscriminate, shooting of civilians, torture,<br />

rape, beatings and other abuse, and arbitrary detention (...)<br />

Security forces in <strong>Papua</strong> assaulted, tortured and killed<br />

persons during search operations for members of militant<br />

groups. (They) inconsistently enforced a no-tolerance policy<br />

against flying the <strong>Papua</strong>n flag."<br />

In haar conclusies schrijft het onderzoeksteam van de<br />

rechtenfaculteit van Yale:<br />

"Since 1969 (...) the West <strong>Papua</strong>n people have suffered<br />

persistent and horrible abuses at the hands of the Indonesian<br />

government. The Indonesian military and security forces<br />

have engaged in widespread violence and extrajudicial<br />

killings in West <strong>Papua</strong>. They have subjected <strong>Papua</strong> men<br />

and women to acts of torture, disappearance, rape and sexual<br />

violence, thus causing serious bodily and mental harm.<br />

Systematic resource exploitation, the destruction of <strong>Papua</strong><br />

resources and crops, compulsory (and often uncompensated)<br />

labor, transmigrationschemes, and forced relocation have<br />

caused pervasive environmental harm to the region, undermined<br />

traditional subsistence practices, and led to widespread<br />

disease, malnutrition, and death among West <strong>Papua</strong>ns.<br />

(...) Although no single act or set of acts can be said to<br />

have constituted genocide, per se, and although the required<br />

intent cannot be as readily inferred as it was in the cases of<br />

the Holocaust or the Rwandan genocide, there can be little<br />

doubt that the Indonesian government has engaged in a sys-<br />
