time for processing payments to the beneficiary;
− no actions to reduce balances and pay the
beneficiary;
− impediments to getting the right to social
aid – a clear definition of the terms: “disadvantaged
family”, “self-employed in agriculture”
etc .
− limiting the right to obtain social assistan-
ce by refusing to issue the necessary certificates;
in 2008 – allocated MDL 50 .0 thousand, in
2009 – MDL 116 .1 mln; October 2008 – October
2009 → recorded 51,170 applications, of
which 33 260 → approved for payment .
b) Much was achieved through decentralization
of primary health care system – it is still necessary
to emphasize efficiency and effectiveness .
Shortage of healthcare professionals: in urban
areas – surplus of doctors, shortage of
nurses; in rural areas – the situation is reversed
. In villages – the number of active family
physicians decreases, increasing the number
of retired doctors; young professionals – basically,
do not return to work here;
accessibility to health services remains an obstacle
– people have to travel long distances
to receive PHC services, even if they can be
obtained in local administrative units in the
surrounding areas;
the choice of a doctor remains an administrative
and territorial principle;
some PHC institutions → distribute compensated
drugs, partially compensated, cases
treated + sell pharmaceutical products;
PHC institutions premises do not meet operation
standards, are fully worn out or in a deplorable
state, not autonomous, dependent
on rayon FMC;
The mechanism for selection and designation
of managers of structural units in rayon FMC
– undetermined;
Public-Private Partnership → weak, broader
implementation of ITS in the activity is needed

c) environmental protection – solid waste
The current system of regulation and management
of solid waste collection and disposal
is not effective and does not minimize environmental
impacts;
The imperfect regulatory framework leads to
inefficient solid waste management, to the
formation of deposits inconsistent to standards
→ consequence is negative environmental
impact – 1415 .0 ha dumps area;
Volume of waste (45 .7 mln m 3 ), modification
of morphological structure of waste and its
storage on land surface → danger of infiltration
of toxins in the soil during the decomposition
process and emission of greenhouse
gases in the atmosphere;
Lack of automated services for waste collection,
transportation, storage and processing
leads to the formation of unauthorized waste
dumps (annually > 3000);
Medical waste incineration → lack of proper
crematories creates the risk of contamination
of soil and water .
Joint efforts are needed – CPA + LPA – for preventing
the ecological and epidemiological disasters

performance audit – achievements of the
program on recovery and development of
viticulture and winemaking in the years
2002-2020
Program developed for 19 years, unchanged
depending on market requirements;
Its objectives not achieved → performance
indicators should be evaluated separately;
Encourage the establishment of new plantations
without removing the unproductive
ones → risk of shrinking areas favorable to
other crops;
The Program for development of wine greenhouses
was not prepared; the biological quality
was not secured;
Receipts to the Fund for the recovery of viticulture
were lower than the compensations
awarded for the creation of new plantations
→ actual costs exceed projected costs by 25-
30% (MDL 603 .9 mln);
Foreign investments have not been up to
what was forecast (1218 .9 ha of 1460 .0 ha) .

Both the investors, as well as APP did not fully
achieve the objectives through the privatizations
carried out, and the benefits were not
exactly as expected:
− the volume of production was not increased;
profits not obtained; the number of
