Achievements listed above are due to strategic
consultancy in management of changes offered
by long-term expert to the Court of Accounts Mr .
Richard Maggs, who has been with the Court of
Accounts team from the beginning of implementation
of the Strategic Development Plan for 2006
– 2010 . His appropriate advices helped the CoA to
find the most optimal solutions, and suitable consultants
to implement set objectives .
Last but not least I would like to mention the
contribution of the project consultants, who provided
administrative support to the Court of Accounts
throughout the period of reform, in order
CoA to meet requirements of the World Bank Project,
financed from the Multi Donor Trust Fund . By
applying monitoring activities and efficient financial
management according to World Bank requirements,
the team of consultants led by project manager,
supported efficiently activities of the Court
of Accounts .
Progresses in implementing the project financed
from the Grant have always been the focus of
World Bank missions, via monitoring activities performed
by consultants . Most often they have coin-
cided with meetings of the advisory board for
implementation of SDP of the Court of Accounts .
During 2010 there were three missions of the WB,
and their reports always contained information of
very successful project implementation .
I think the abovementioned results allow us having
optimism and confidence in the nearest future
and set more ambitious targets for the Court of Accounts,
implementation of which will bring the Court
of Accounts among European Supreme Audit
Institutions with traditions in external public audit .
They can be found in the new SDP for the period
2011-2015, which is currently under consultation
and finalization . By keeping the same vision and
mission, the Court of Accounts tends to become a
mature institution, professional and efficient .
