and communication technologies for the Court of<br />
Accounts» – with a <strong>de</strong>adline of 18 months . This way,<br />
equipment and software-products will be installed<br />
on 32 items (25 hardware and 7 software) .<br />
In parallel, the internal network of the Court of<br />
Accounts was <strong>de</strong>signed and created, which was<br />
put into operation along with the new premises<br />
and is expected to be exten<strong>de</strong>d to implement IP<br />
telephony .<br />
To perform the contract on the <strong>de</strong>livery of “Integrated<br />
solution of information and communication<br />
technologies for the Court of Accounts” the following<br />
have been completed:<br />
the server room has been reassembled and<br />
refurbished to house new equipment and<br />
servers; and<br />
working groups were created for the <strong>de</strong>velopment<br />
and implementation of each individual<br />
software solution .<br />
In November the equipment for the server room<br />
was <strong>de</strong>livered and installed: 8 servers, the storage<br />
<strong>de</strong>vice, hyper-performance tape library, and the<br />
equipment for communication and connection<br />
management .<br />
In November-December, laptops, computers<br />
and printers have been <strong>de</strong>livered and distributed .<br />
According to the implementation plan, the<br />
specifications were <strong>de</strong>veloped and approved for<br />
three of four software components, to be used for<br />
testing purposes by the year end .<br />
So, the mo<strong>de</strong>rate approach to the level of automation<br />
and complexity of chosen solutions was<br />
appropriate to the needs, capabilities and maturity<br />
of the Court of Accounts .<br />
The area of highest concern is the implementation<br />
of an information system for financial data<br />
analysis . Although the working group responsible<br />
for carrying out this component inclu<strong>de</strong>d the best<br />
specialists in the fields, due to a number of objec-<br />
tive and subjective reasons, the specifications were<br />
not properly completed and approved . The major<br />
impediments are:<br />
diversity of information sources necessary to<br />
be inclu<strong>de</strong>d;<br />
low level of automation of the work of major<br />
budget managers;<br />
the resistance of some central authorities’<br />
representatives to constructive cooperation;<br />
the inability of the CoA responsible persons<br />
to constructively <strong>de</strong>scribe the data required<br />
for audit, analysis, generalization and reporting<br />
.<br />
The implementation of “Integrated solution of<br />
information and communication technologies for<br />
the Court of Accounts” project is a complex and integral<br />
one . Its accomplishment cannot be doubted,<br />
but the efficiency and coherence of certain solutions<br />
may be affected by factors that cannot be<br />
handled . In this case we need much more time to<br />
<strong>de</strong>vote to the <strong>de</strong>velopment and approval of technical<br />
tasks, and CoA employees should show higher<br />
interest and commitment to the successful implementation<br />
of each individual component and of<br />
the project as a whole .<br />
