− maneuvering of revenues by economic
units through tax evasion; involvement in
pseudoactivities perpetrating tax evasion;
− inappropriate management by bodies responsible
for tax administration;
non-recording in the accounts of the real
value of assets managed and their formal inventory,
including by: inadequate records of
settlements, erroneous drawing up of primary
documents, non-registration of all rights to
immovable property, and breach of the regulations
in force on the transmission of certain
organizations from one ministry under the
authority of another ministry .
Following these findings, the Court of Accounts
submitted to the responsible entities requirements
and recommendations, which were aimed at improving
financial management in the entity, holding
to account budget managers and promoting
accuracy and best practices in managing public
resources .
As at 22 .11 .2010, of the total number of requirements
and recommendations made by the Court
of Accounts, 280 were fully implemented, and for
583 the implementation term has not expired .
Implementation of the Court of Accounts’ recommendations
by the entities had a beneficial
effect on some important areas of national economy
.
Thus, in the health care sector, to ensure the
provision of high quality services by medical personnel,
every public health care facility has developed
Methodological rules on quality evaluation
of individual professional performance, with
subsequent attestation of employees, which will
help increase accountability of employees and the
remuneration based on the principles of transparency,
fairness and objectivity . In addition, the Ministry
of Health has developed and submitted for
coordination new tariffs for services rendered with
the help of high performance medical equipment,
the approval of which would lead to efficient use of
these machines .
In the field of social security and assistance
several media campaigns were organized and conducted
to inform the population about social aid,
and informative materials about the right to claim
this aid were disseminated . As a result, the number
of welfare recipients increased . Also, in order to ensure
the accuracy of information submitted by the
beneficiaries in the applications for social assistance,
a series of indicators have been developed that
should be filled in the social inquiry model that will
provide complete information about applicants .
Thus, the social worker will hold all data about the
beneficiary, recorded in the application, which will
enable, if necessary, to carry out his/her repeated
assessment, comparing inquiry data to the actual
situation, if undeclared changes occurred .
For the social workers to verify whether the potential
recipients or the persons receiving social
assistance are included in the list of unemployed
registered with the National Employment Agency,
a technology for exchanging information between
the Agency and social assistance and family protection
departments was developed and tested,
which will exclude the risk of wrong granting of
social benefits . At the same time, social benefits
irregularly granted in the amount of MDL 21 .9 thousand,
and social aid unclaimed by recipients within
6 consecutive months amounting to MDL 47 .4
thousand had been returned to the account of the
National Social Security House .
In agriculture, forestry, fishing and water
management, to improve the management of
public expenditure for the promotion of agriculture
development, the Intervention and Agriculture
Payments Agency was created, whose regulations
include grant recipients, the grant allocation procedure,
requirements and documents required to
be submitted to receive grants . Simultaneously,
the Regulations on the use of the Fund for farmers
subsidizing, approved by Government Decision No
167 of 9 March 2010, provides in detail the set of
