We have now been working for more than three years on implementing
the World Bank Trust Fund . This article looks back at some of
the highlights of the support provided during 2010 .
trust fund extension
In my role as Strategic adviser, one of my personal goals has been
to ensure that the Court makes maximum use of the funds that are
available to it under the Trust Fund . This is not about spending money
. It is about spending money well . It is about ensuring that the
work done under the contracts let meets the needs of the Court . And
it is about ensuring that the capital items purchased are fully and
effectively utilised .
A key decision in this regard was the Word Bank approval to extend
the timeframe for implementing the Trust Fund from December 2009
to June 2011 . This 18 month extension has allowed the Court sufficient
time to complete some of the key activities across the main pillars
of the strategy (Institutional Strengthening, Profession Building, Developing
People & Securing Greater Impact) . But it also provided an
opportunity to develop additional activities in line with its Goals .
Support to performance, It & revenue audits
My personal view is that the Court has been extremely fortunate
to have received the support of excellent consultants from IBTCI in
the area of performance, IT and Revenue audits .
International consultants do vary in quality and it is often their
willingness to go beyond the terms of reference we set them, that
distinguishes the good from the truly exceptional .
In their long-term relationships with the Court, both Jim Bonnell
and Michael Bitz delivered significantly more in terms of outputs that
they were required to do . They were always willing to listen to what
the Court had to say . But they did not refrain from providing their
views of what the Court should do in a particular situation . And in
the area of training they held significantly more courses and trained
more people that the contract required .
The trust fund extension allowed us to increase the volume of
work done in this area during 2010 and both Jim and Michel continued
to provide direct support to ongoing audits as well as some additional
outputs . These included a new process for strategic planning of
performance audits; and a capacity building plan for IT audit .
