We have now been working for more than three years on implementing<br />

the World Bank Trust Fund . This article looks back at some of<br />

the highlights of the support provi<strong>de</strong>d during <strong>2010</strong> .<br />

In my role as Strategic adviser, one of my personal goals has been<br />

to ensure that the Court makes maximum use of the funds that are<br />

available to it un<strong>de</strong>r the Trust Fund . This is not about spending money<br />

. It is about spending money well . It is about ensuring that the<br />

work done un<strong>de</strong>r the contracts let meets the needs of the Court . And<br />

it is about ensuring that the capital items purchased are fully and<br />

effectively utilised .<br />

A key <strong>de</strong>cision in this regard was the Word Bank approval to extend<br />

the timeframe for implementing the Trust Fund from December 2009<br />

to June 2011 . This 18 month extension has allowed the Court sufficient<br />

time to complete some of the key activities across the main pillars<br />

of the strategy (Institutional Strengthening, Profession Building, Developing<br />

People & Securing Greater Impact) . But it also provi<strong>de</strong>d an<br />

opportunity to <strong>de</strong>velop additional activities in line with its Goals .<br />

Support to performance, It & revenue audits<br />

My personal view is that the Court has been extremely fortunate<br />

to have received the support of excellent consultants from IBTCI in<br />

the area of performance, IT and Revenue audits .<br />

International consultants do vary in quality and it is often their<br />

willingness to go beyond the terms of reference we set them, that<br />

distinguishes the good from the truly exceptional .<br />

In their long-term relationships with the Court, both Jim Bonnell<br />

and Michael Bitz <strong>de</strong>livered significantly more in terms of outputs that<br />

they were required to do . They were always willing to listen to what<br />

the Court had to say . But they did not refrain from providing their<br />

views of what the Court should do in a particular situation . And in<br />

the area of training they held significantly more courses and trained<br />

more people that the contract required .<br />

The trust fund extension allowed us to increase the volume of<br />

work done in this area during <strong>2010</strong> and both Jim and Michel continued<br />

to provi<strong>de</strong> direct support to ongoing audits as well as some additional<br />

outputs . These inclu<strong>de</strong>d a new process for strategic planning of<br />

performance audits; and a capacity building plan for IT audit .<br />
