approved by the CoA at the meeting on
27 .12 .2010) .
In order to ensure a greater impact of performance
audit, in March 2010 there was organized the
national Conference on «public procurement in
the republic of moldova . lessons learned from
performance audits delivered” supported by WB,
with a very broad participatory framework where
they discussed issues related to quality management
and procurement efficiency; impact of audit
performed by the CoA and audit recommendations
on improving procurement process in the Republic
of Moldova .
Performance and IT audits were just some topics
discussed according to the mission agenda
of a group of 6 employees of the Court to the
State audit office in macedonia during 20 – 25
September 2010, financed from the Grant . While
exchanging experience with colleagues from Macedonia
other important and timely topics for the
Court were addressed: Audit of State revenue, Framework
for Assurance and Quality Control, Audit
of local budgets, delegation of responsibilities at
different stages of the audit, Twinning Project with
NAO of the Netherlands .
During 2010, the Court of Accounts continued
its efforts to improve human resources management
and training capacity in accordance with
provisions of the Strategy for Human Resource
Development and Management . Strategies for Internal
Communication (January 2010) and Training
and Professional Development (February 2010)
have been finalized and approved .
Human Resources Service of the Court of Accounts
is focused on practical application of key elements
of the new processes related to human resources
. The major problem is that certain procedures
related to broader human resource management in
public service have not yet been officially issued by
the Department of staff policy of the Government .
In August 2010 Government elaborated the Regulation
on public service performance measurement
and the Court of Accounts will adjust its rules for assessing
staff performance requirements of this bill .
Efforts to ensure a greater impact of the CoA
activity were oriented to establish good relations
with parliament, in particular with Commission
for economy, budget and finance . As part of subproject
“Support to Parliamentary commission” and
in order to improve its ability to better understand
the work of the Court of Accounts in the context
of new regulations of the Law on the Court of Accounts
and to better examine the audit reports of
Grant means there was organized a study visit for
Commission members to the NAO of Slovenia and
Parliament of Slovenia (3-5 September 2010), to
raise their awareness about European best practices
of audit .
In order to increase effectiveness of the Commission
for Economy, Budget and Finance, the project
offered in 2010, 18 laptops for the Commission
members and consultants .
