for implementation of Supporting project via technical<br />
assistance in strategic <strong>de</strong>velopment of the Court of accounts<br />
On 17 December <strong>2010</strong>, the Court of Accounts held the VII Advisory<br />
Board Meeting for implementation of Supporting Project via technical<br />
assistance in strategic <strong>de</strong>velopment of the Court of Accounts,<br />
managed by the World Bank through Multi Fiduciary Fund (DFID of<br />
Dutch Government) . This event was atten<strong>de</strong>d by representatives of<br />
donor institutions - World Bank, DFID, Swedish National Audit Office<br />
(ONAS) and representatives of State Chancellery Direction for policies,<br />
strategic and external planning; as well as of Ministry of Finance,<br />
Ministry of Economy and Ministry of Informational Development and<br />
Communications .<br />
Agenda of the meeting inclu<strong>de</strong>d several reports on achievements<br />
of the Court of Accounts, its progresses and compliance with international<br />
audit standards . In their greeting speeches, Presi<strong>de</strong>nt of the<br />
Court of Accounts, Mrs . Ala Popescu, and representatives of DFID,<br />
SNAO and State Chancellery noted, with satisfaction, the assertion of<br />
the Court of Auditors as an in<strong>de</strong>pen<strong>de</strong>nt supreme audit institution,<br />
which is an efficient monitoring tool for public funds in the Republic<br />
of <strong>Moldova</strong> .<br />
At the same time, Mrs . Ala Popescu mentioned that by applying<br />
lessons learned from foreign partners and <strong>de</strong>veloped supreme<br />
audit institutions, the Court of Accounts continues to comply with<br />
international public external audit standards and continues its transformation<br />
of institutional capacities . The Court of Accounts just met<br />
its goals and mission, assumed by SDP for 2006-<strong>2010</strong> - to conduct<br />
in<strong>de</strong>pen<strong>de</strong>nt audits, credible, transparent and professional management<br />
of public funds and public property, promote high standards<br />
of financial management for the benefit of citizens of the Republic of<br />
<strong>Moldova</strong> .<br />
Vice-Presi<strong>de</strong>nt of the Court of Accounts, Mrs . Elisaveta Foca, responsible<br />
for project implementation through technical assistance<br />
support for strategic <strong>de</strong>velopment of the Court of Accounts, managed<br />
by the World Bank, presented her report on strategic <strong>de</strong>velopment<br />
of the Court of Accounts - achievements and progresses . In this<br />
report Vice Presi<strong>de</strong>nt of the Court of Accounts noted that the 4 th year<br />
of institutional reforms was resultant and turning in terms of <strong>de</strong>velopment<br />
and progresses towards best practices and audit standards,<br />
noting that during <strong>2010</strong> Project activities were conducted in accordance<br />
with Implementation Plan for the project extension period up<br />
to 30 June 2011, which was approved by the Court of Accounts in<br />
February <strong>2010</strong> .<br />
Mrs Elisaveta Foca noted that objectives and activities un<strong>de</strong>rtaken<br />
with the support of World Bank in <strong>2010</strong> were mainly achieved due to<br />
combined efforts of management and employees of the Court of Accounts,<br />
strategic consultancy on management of changes provi<strong>de</strong>d<br />
and efforts of consultants team of the Project, who monitored activities<br />
and promoted an acceptable financial management according to<br />
rules and procedures of the World Bank .<br />
