for implementation of Supporting project via technical
assistance in strategic development of the Court of accounts
On 17 December 2010, the Court of Accounts held the VII Advisory
Board Meeting for implementation of Supporting Project via technical
assistance in strategic development of the Court of Accounts,
managed by the World Bank through Multi Fiduciary Fund (DFID of
Dutch Government) . This event was attended by representatives of
donor institutions - World Bank, DFID, Swedish National Audit Office
(ONAS) and representatives of State Chancellery Direction for policies,
strategic and external planning; as well as of Ministry of Finance,
Ministry of Economy and Ministry of Informational Development and
Communications .
Agenda of the meeting included several reports on achievements
of the Court of Accounts, its progresses and compliance with international
audit standards . In their greeting speeches, President of the
Court of Accounts, Mrs . Ala Popescu, and representatives of DFID,
SNAO and State Chancellery noted, with satisfaction, the assertion of
the Court of Auditors as an independent supreme audit institution,
which is an efficient monitoring tool for public funds in the Republic
of Moldova .
At the same time, Mrs . Ala Popescu mentioned that by applying
lessons learned from foreign partners and developed supreme
audit institutions, the Court of Accounts continues to comply with
international public external audit standards and continues its transformation
of institutional capacities . The Court of Accounts just met
its goals and mission, assumed by SDP for 2006-2010 - to conduct
independent audits, credible, transparent and professional management
of public funds and public property, promote high standards
of financial management for the benefit of citizens of the Republic of
Moldova .
Vice-President of the Court of Accounts, Mrs . Elisaveta Foca, responsible
for project implementation through technical assistance
support for strategic development of the Court of Accounts, managed
by the World Bank, presented her report on strategic development
of the Court of Accounts - achievements and progresses . In this
report Vice President of the Court of Accounts noted that the 4 th year
of institutional reforms was resultant and turning in terms of development
and progresses towards best practices and audit standards,
noting that during 2010 Project activities were conducted in accordance
with Implementation Plan for the project extension period up
to 30 June 2011, which was approved by the Court of Accounts in
February 2010 .
Mrs Elisaveta Foca noted that objectives and activities undertaken
with the support of World Bank in 2010 were mainly achieved due to
combined efforts of management and employees of the Court of Accounts,
strategic consultancy on management of changes provided
and efforts of consultants team of the Project, who monitored activities
and promoted an acceptable financial management according to
rules and procedures of the World Bank .
