samtsituation der Festivallandschaft zu berücksichtigen hätten, um<br />
sich möglichst harmonisch und komplementär einzufügen. Damit<br />
wendet sich der Kodex indirekt gegen überflüssige Festivals im Sinne<br />
von Parallelveranstaltungen zu bereits existierenden und gegen<br />
die beobachtete Festivalflut.<br />
Veranstaltungen, die im Sinne dieser Definition nicht seriös sind,<br />
weil sie ausschließlich auf die populäre Unterhaltung <strong>des</strong> allgemeinen<br />
Publikums zielen, werden in der Präambel nicht direkt, sondern<br />
indirekt durch eine weitere, positive Normative ausgegrenzt: die<br />
Rolle eine Festivals sei es, die Neugier <strong>des</strong> Publikums zu wecken<br />
und Zwecke für Information und Bildung zu fördern. <strong>Die</strong>s sind zwar<br />
dehnbare Begriffe, doch die Botschaft ist klar.<br />
Da der CODE OF ETHICS auf größere internationale <strong>Kurzfilm</strong>festivals<br />
gemünzt ist, eignet er sich nur bedingt für eine Anwendung im nationalen<br />
Bereich. Viele der Vorgaben wären aber hierzulande nützlich<br />
und auf die deutsche <strong>Kurzfilm</strong>festivallandschaft anwendbar. Im Folgenden<br />
einige Vorschläge dazu!<br />
Allgemeine Kriterien<br />
» Ein Kriterium ist die Dauer <strong>des</strong> Ereignisses. Eine Veranstaltung,<br />
die nur einen oder wenige Abende ein Programm anbietet, sollte<br />
sich nicht „Festival“ nennen.<br />
» Festivals sollen von unabhängigen und autonomen Trägern<br />
veranstaltet werden (Gegenbeispiel: der Filmwettbewerb eines<br />
Unternehmens im Rahmen einer Marketing-Kampagne ist kein<br />
Festival).<br />
» Auf Festivals, die sich „international“ nennen, sollten min<strong>des</strong>tens<br />
50% der Filme aus dem Ausland, und zwar aus verschiedenen<br />
Ländern, stammen.<br />

opposed to superfluous festivals in the sense of having events<br />
running parallel to those already in place and thus is against the<br />
deluge of festivals that can be observed.<br />
Those events which, as per the meaning of this definition, are not<br />
serious because they are solely targeted at providing popular entertainment<br />
to the general public are not ostracised directly but<br />
rather indirectly in a further positive standardisation in the preamble:<br />
It is the role of a festival to awaken the public’s curiosity<br />
and to promote informational and educational aims. While these<br />
terms may be flexible, the message is clear.<br />
As the cODe OF eTHIcS is meant for major international short<br />
film festivals, it can only be applied to a limited extent to festivals<br />
on a domestic or national level. However many of the guidelines<br />
would also be useful in this country and could be applied to the<br />
German short film festival scene. Below are several suggestions<br />
in this regard.<br />
General Criteria<br />
» One criterion is the length of the event. An event which<br />
provi<strong>des</strong> a programme only on one or a couple of evenings<br />
should not be called a “festival”.<br />
» Festivals should be organised by independent and autonomous<br />
bodies or organisations (as a counter example: A film<br />
competition run by a corporation in the context of a marketing<br />
campaign is not a festival).<br />
» At festivals which call themselves “international”, at least 50%<br />
of the films should come from abroad, and from various different<br />
countries at that.<br />
» Festivals should invite the authors of the films in competi-
