Fokus: Filmfestivals<br />
In Deutschland existieren derzeit bis zu 90 Festivals, die <strong>Kurzfilm</strong>e<br />
zeigen. 2 <strong>Die</strong> Kategorisierung der Festivals in fünf Gruppen, wie sie<br />
Michael Jahn vorschlägt3 , ist für Filmer nicht immer auf den ersten<br />
Blick erkennbar. Für Filmemacher, bei denen allein die quantität der<br />
Aufführungen im Vordergrund steht, ist diese Frage ohnehin irrelevant.<br />
Für Filmer, die ihre Filme in bestimmten Programmblöcken<br />
positioniert wissen wollen, um z.B. am Referenzmittelsystem der FFA<br />
teilzunehmen, nicht. <strong>Die</strong> unterschiedliche qualität der den Festivals<br />
teilweise assoziierten Filmmärkten und Marktpräsentationen entscheidet<br />
darüber hinaus, welche Aufmerksamkeit von potentiellen<br />
Einkäufern, Produzenten, Kuratoren und Verleihern einem Film bzw.<br />
Filmemacher entgegengebracht wird, insbesondere der Filme, die<br />
den Weg ins reguläre Festivalprogramm nicht geschafft haben.<br />
Qualitätskontrolle<br />
Steht dem Filmemacher damit potentiell bereits ein Kaleidoskop<br />
quantitativer Maßnahmen der Festivalauswertung zur Verfügung, so<br />
lassen sich Effizienz und Wirkung nur an der qualität der Durchführung<br />
bemessen und umgekehrt. <strong>Die</strong>se variieren zum Teil erheblich.<br />
Für Filmer sind daher nicht nur quantitative Angaben relevant, d.h.<br />
welchen Aufwand ein Festival statistisch gesehen überhaupt betreibt,<br />
sondern auch unter welcher qualitativen Perspektive.<br />
<strong>Die</strong> Schwierigkeit der Beurteilung beginnt bei der Selbstpräsentation<br />
der Festivals und endet bei internen Strukturen <strong>des</strong> Festivalmanagements.<br />
Reicht es einigen Festivals bereits von „Profil“ zu<br />
sprechen, wenn mit Sonderprogrammen und -kategorien aufgewartet<br />
wird, kann bei anderen Festivals und Events die jeweilige<br />
Programm auswahl nur schwer von willkürlichen oder verfilzten<br />
Strukturen unterschieden werden. Dass Programmgestalter die inhaltliche<br />
Programmausrichtung genauso wenig wie Filmemacher<br />
im Vorfeld bestimmen können, liegt auf der Hand. Geht doch die<br />

films. 2 The categorising of festivals into five groups, as suggested<br />
by Michael Jahn, 3 is not something that is always discernible for<br />
the filmmakers. And for those filmmakers for whom the quality of<br />
their screenings is paramount, this question is irrelevant anyway.<br />
But for those who know that they want to position their films in<br />
specific programming blocks, in order for instance to participant<br />
in the German Federal Film Board’s (FFA) reference funding system,<br />
this is not the case. Furthermore, the differing quality of the<br />
film markets and market presentations partly associated with the<br />
festivals determines the level of attention a film or filmmaker is<br />
accorded by potential buyers, producers, curators and distributors.<br />
And this is especially so for those films which do not make it<br />
into the regular festival programmes.<br />
Quality Control<br />
Hence while potentially the filmmaker already has a kaleidoscope<br />
of quantitative festival exploitation measures available to<br />
him, their efficiency and impact can only be measured in terms of<br />
the quality of their implementation, and vice-versa. And in parts,<br />
these vary considerably. Thus for filmmakers this means that not<br />
only quantitative details are relevant, i.e. how much effort is put<br />
into a festival statistically speaking, but also under which qualitative<br />
aspects this occurs.<br />
The difficulty in judging this begins with each festival’s self-presentation<br />
and ends with the internal structures of the festival<br />
management. While several festivals talk about having a “profile”<br />
when they serve up special programmes and categories, with other<br />
festivals and events it is difficult to distinguish the programme<br />
selection from some arbitrary or inextricably linked structures.<br />
