Introduction<br />
Since the 1990’s, the European Union has paid an increasing attention to the support of cross-border co-operations both<br />
within the external border of the Union and in the border localities of the EU Member States. Such areas, localities often<br />
feel the disadvantage that the area is far from the centre of the country, traffic and infrastructure are not satisfactory,<br />
the border crossing is difficult and bilateral relations are poor.<br />
The Phare CBC (cross-border cooperation) programme started in Hungary in 1995, upon the accession of Austria to the<br />
European Union, for which the INTERREG programme, aiming at developing the internal border regions of the EU, served<br />
as a sample. At the beginning, the objective, personal and financial conditions of the shared developments were set up<br />
in the Hungarian-Austrian border regions then Romanian, Slovak and Slovenian border regions joined the cross-border<br />
programmes and in the end, Hungarian-Croatian, Hungarian-Ukrainian and Hungarian-Serbian border sections also joined.<br />
As a result of the projects, co-thinking and co-acting further strengthened, which contribute to the levelling of the<br />
differences within the regions of the European Union, on both sides of the border. At the end of the programme it can<br />
be stated that we found long-term solutions for realising local initiatives, coming from the lower level between Austria<br />
and Hungary that became an EU Member State in May 2004, which created the basis of economic development and<br />
competitive ability.<br />
After the end of the Phare-period, the closing of each programme is such a ceremonial moment by grasping of which<br />
I thank for the co-operation and the results to the beneficiaries, the professionals, foreign partners and the co-operating<br />
organisations. Their competence and enthusiasm can be exemplary to everyone. Our publication can serve also as a guide<br />
for cross-border developments and co-operations in the period between 2007-2013.<br />
