Die Beschreibung von Elend und Verbrechen erzeugt Empathie; das Argument verlässt an
dieser Stelle den Bereich nüchtere Gefahren-Analyse hinsichtlich etwaiger Auswirkungen von
Unterentwicklung für Großbritannien. So finden sich auch ausdrückliche Bekundungen von
Solidarität, Verantwortlichkeit und Verpflichtung zur Hilfe aus rein menschlichen Gründen.
EWH wird in einigen Fällen also klar mit altruistischen Motiven gerechtfertigt:
„Where people live in fear, with no prospect of advance, we should be on their side; in solidarity with
them, whether in Sudan, Zimbabwe, Burma, North Korea“. 59
„And so there is this immense and powerful moral cause […].“ 60
Short nennt globale Armut „the biggest moral issue that faces us“ und ihre Beseitigung „a
great and noble goal“. 61 Die Entwicklungsminister appellieren zudem an das Gerechtigkeitsempfinden
und Mitgefühl ihrer Zuhörer sowie die Verantwortung reicher Nationen:
„They [the poor] pay the biggest price in unpayable debt, bribes they cannot afford and corrupt public
services. Most of all they pay the price in lost development that could have lifted them and their
children out of the grinding poverty that one in four of our fellow human beings have to endure.“ 62
„But what makes me angry and frustrated is that we who have so much wealth, and who have the
opportunity and so often take it for granted, if we were prepared to make a real commitment to Africa,
we could change the circumstances in which people live so that everyone here got that hope for a better
and different future.“ 63
Meist gehen altruistisch motivierte Argumente jedoch Hand in Hand mit Argumenten des aufgeklärten
Selbstinteresses.
3.3. Zwischenfazit
Für die USA stellte Condolezza Rice 2000 klar, die künftige Außenpolitik werde ausgehen
„from the firm ground of the national interest, not from the interests of an illusory international
community“. 64 Deutlicher könnte der Unterschied zur Rhetorik der britischen Regierung
zur selben Zeit kaum sein. Denn wie die Analyse gezeigt hat, ist der weit größte Teil der
vorgebrachten Argumente im Sinne der Definition dieser Arbeit ethisch: Britische Politik soll
die Interessen aller – nicht nur der eigenen Nation, sondern gerade auch die der internationalen
Gemeinschaft und anderer Menschen – berücksichtigen. Begründet wird dies jedoch
stärker mit Eigeninteresse, als mit humanistischen Werten und Verantwortungsgefühl. Ein
kriegerischer Konflikt in Afrika erscheint so in erster Linie als eine Bedrohung der interna-
