transmitted to them for trial, and to decide all questions<br />
certified to them by the Chaptiirs and by Councils of<br />
Princes of Jerusalcm and Lodges of Perfection, their<br />
decision being in all cases final and conclusive.<br />
ARTICLE III.<br />
1. Any ~Masonknowing of the commission, by a brother<br />
of rank above the 18th degree, of any offence against<br />
<strong>Masonic</strong> law, may make known the fact to any Grand<br />
Inspector Inquisitor Commander, by communication in<br />
writing, stating the offence, its nature and circumstances<br />
and the time of its commission, which shall be delivered<br />
by such Commander to the Illustrious Advocate, who<br />
shall prepare and prefer the act of accusation.<br />
2. Each Commander shall also in like manner make<br />
known to the Illustrious Advocate every violation of<br />
<strong>Masonic</strong> law within his knowledge, and the Advocate<br />
shall prepare and prefer acts of accusation in all such<br />
cases, and in every case where the facts come otherwise<br />
to his knowledge.<br />
3. ~Uponthe act of accusation being preferred, the<br />
Chancellor shall issue ~ citaction under the seal of the<br />
Tribunal, which shall be served by copy in writing by<br />
the Pursuivant, or ~byany other Mason at a distance, to<br />
whom the Chancellor may direct and transmit it, by<br />
which the accused shall be cited to appear before the<br />
Tribunal, at a certain time and place, and answer the<br />
charge. <strong>The</strong> nature o~ suc’n charge shall not be specified,<br />
but a copy of the act of accusation shall be delivered to<br />
the accused in person, whenever he applies for it.<br />
4. If it is known that the accused is not to be found<br />
or when the citation is returned that he is not found, a<br />
copy thereof shall be put up in the place where he last<br />
resided, in the lodge room of the Council, or other <strong>Masonic</strong><br />
body of which he was last a member, or in any<br />
lodge room, if he was a member of none, or if there be<br />
rio such Ioom, then in any public place, and t~e facts<br />

ARTICLE IV.<br />
I. At the time fixed for trial, unless the Tribunal<br />
grants further delay, as it may do at its discretion, the<br />
testimony taken in writing shall be read, and the witnesses<br />
heard, the accused having the right to be present,<br />
fully to examine and cross-examine the witnesses, and<br />
to he heard by himself or the kfcnder, or both. He<br />
or his defender shall also have the right to conclude the<br />
argument.<br />
2. After the case is heard, argued and submitted,<br />
the accused and witnesses shall withdraw, and the<br />
Tribunal shall deliberate.<br />
3. After deliberation the members shall vote upon<br />
the different specifications in the act of accusation, each<br />
member voting in turn, beginning with the youngest<br />
member, and the officers following according to rank,<br />
from lowest to highest. <strong>The</strong> Advocate and Defender<br />
uhalt vote.
