This report recommends that a total of $7,600.00 be allocated to br<strong>in</strong>g Library collections up to the level<br />
of comparable doctoral-grant<strong>in</strong>g peers. We recommend fund<strong>in</strong>g <strong>in</strong> two areas:<br />
1. $5,000.00 to purchase 50 monographs <strong>in</strong> areas strategic to the proposed doctoral program,<br />
2. $2,600.00 to <strong>in</strong>itiate subscriptions to three new high-impact k<strong>in</strong>esiology, gerontology, and nutrition<br />
journals, and to reta<strong>in</strong> three titles currently slated for cancellation.<br />
IV. Ongo<strong>in</strong>g Costs<br />
Library collections designed to support programs at the post-baccalaureate level require cont<strong>in</strong>uous<br />
fund<strong>in</strong>g streams, allow<strong>in</strong>g these newly developed collections to grow <strong>in</strong> their support of the program. A<br />
one-time <strong>in</strong>fusion of money can never support ongo<strong>in</strong>g needs for materials required for doctoral-level<br />
research, although one time monies certa<strong>in</strong>ly contribute to establish<strong>in</strong>g a core collection for that program.<br />
In addition, core research tools such as journals and databases carry ongo<strong>in</strong>g costs. It is clear that<br />
k<strong>in</strong>esiology researchers use these materials. In fact, researchers affiliated with education and social<br />
sciences programs are among the University’s heaviest users of <strong>in</strong>terlibrary loan and article delivery<br />
services.<br />
The NMSU Library’s current materials budget is not elastic; it barely supports the University’s exist<strong>in</strong>g<br />
academic programs. Although the Library has been able to add needed digital collections and electronic<br />
journal backfiles over the past year, these items were purchased through carry forward expenditures<br />
(e.g., one time money). In order to susta<strong>in</strong> the proposed graduate programs <strong>in</strong> K<strong>in</strong>esiology, the Library<br />
will require at least $5,000.00 per annum be added to its materials budget. This amount would support<br />
gradually augment<strong>in</strong>g its monograph collection to br<strong>in</strong>g it up to doctoral levels. It would also support<br />
journal subscriptions, <strong>in</strong>clud<strong>in</strong>g core subscription costs and <strong>in</strong>flation <strong>in</strong>creases estimated at 12.5% for<br />
journals and 5% for databases.<br />
In summary, the library’s current collection is <strong>in</strong>adequate for a <strong>Ph</strong>D program. The collection is <strong>in</strong> need of<br />
development <strong>in</strong> both the monographic and periodical subscription areas. The library’s current materials<br />
budget cannot stretch to cover the new resources required to support such a program; thus, it will require<br />
at least $5,000.00 <strong>in</strong> start-up fund<strong>in</strong>g as well as ongo<strong>in</strong>g fund<strong>in</strong>g total<strong>in</strong>g $5,000.00 to ma<strong>in</strong>ta<strong>in</strong> journal<br />
subscriptions as well as the ability to augment its monograph collection<br />
