K.22 APPROVAL OF BID, INTERIM AND PROPOSED CONTRACTS, AND A REVISION TO THE BG-1 PROJECT APPLICATION FOR THE RENOVATION OF MILLCREEK ELEMENTARY SCHOOL BG 10-259 BACKGROUND AND RATIONALE: The renovation <strong>of</strong> the existing Millcreek Elementary School is listed as priority 1c.7 on FCPS’s 2009 District Facility Plan. Pearson & Peters Architects produced final Construction Documents for bidding describing a renovation <strong>of</strong> the existing building and the construction <strong>of</strong> an addition totaling approximately 70,000 SF to serve 625 students. The program is consistent with other recent FCPS elementary school projects. The design consultants’ last BG-3 Statement <strong>of</strong> Probable Cost estimated the construction cost to be $12,216,577. The project is planned to start construction around June 6, 2011. Portions <strong>of</strong> the building will be vacated in three phases to complete the work while instructional activities continue. Final completion is planned for August, 2012. On Thursday, April 14, 2011, four general contractors submitted proposals on a base bid and 10 alternate bids. The results <strong>of</strong> the bidding are as follows: Alternate Bid Nos. This would bring the value <strong>of</strong> the proposed total general construction contract with Preston Construction to $8,772,700 (21.55% below the BG-3 estimate). An existing separate price contract with U.S. Specialties, a KEDC vendor, allows FCPS to purchase the higher quality plastic laminate casework for the project for a combined total <strong>of</strong> $129,449, a savings <strong>of</strong> $3,051 over Alternate 2 submitted. This eliminates the need to accept Alternate 2. The FCPS staff and the design consultants recommend approval <strong>of</strong> the proposed contract and revised BG-1. Upon the <strong>Board</strong>’s approval, these documents will be submitted to the KDE District Facilities Branch for review and approval. Approval will allow the award <strong>of</strong> a contract and renovation <strong>of</strong> Millcreek Elementary School to commence with minimal delay. In order to take advantage <strong>of</strong> lower financing costs, the bond sale for this project will be combined with the bond sale for the renovations <strong>of</strong> Breckinridge, Cardinal Valley, Clays Mill and Mary Todd Elementary <strong>Schools</strong> in May, 2011. An interim contract will be required until bond proceeds are available.
