THE SECOND DAY<br />

Chairman Joseph G. Cannon Addresses the Convention—<strong>The</strong> Party's History<br />

—American Labor Fostered—<strong>The</strong> Country's Policy Outlined— Contrast<br />

in Administration—<strong>The</strong> Philippine Islands—<strong>The</strong> Enemy <strong>of</strong> Trusts -<br />

<strong>The</strong> second session <strong>of</strong> the Republican National Conven-<br />

tion was called to order <strong>by</strong> Temporary Chairman Root at<br />

12.20 o'clock, Wednesday. <strong>The</strong> proceedings opened with<br />

prayer, after which the report <strong>of</strong> the credentials committee<br />

was submitted <strong>by</strong> Senator McComas <strong>of</strong> Maryland, which<br />

recommended, among other things, that the sitting delegates<br />

from Wisconsin, John C. Spooner, Joseph \^ Quarles, Joseph<br />

W. Babcock and Emil Baensch with their alternates, be placed<br />

upon the permanent roll <strong>of</strong> the convention. After the report<br />

had been adopted, Senator Depew <strong>of</strong> New York, on behalf <strong>of</strong><br />

the committee appointed with reference to the invitation <strong>of</strong><br />

the Louisiana Purchase Exposition, sent its report to the<br />

desk. At this point Major General Peter J. Osterhaus was<br />

introduced <strong>by</strong> Chairman Root as the corps commander under<br />

Sherman. He spoke briefly.<br />

THE PERMAKENT ORGANIZATION EFFECTED<br />

<strong>The</strong> chau- then announced that the report <strong>of</strong> the comm.ii-<br />

tee on permanent organization was in order, and it was read<br />

<strong>by</strong> P'ranklin Murphy <strong>of</strong> New Jersey.<br />

Joseph G. Cannon <strong>of</strong> Illinois was recommended <strong>by</strong> the<br />
