GREAT THINGS REMAIN TO BE DONE<br />

Speaking <strong>of</strong> the living in the presence <strong>of</strong> the dead, we have tears for them and<br />

admiration for the great things that they accomplish ; but<br />

the glory <strong>of</strong> our race, <strong>of</strong><br />

our civilization, is that each generation works out its own salvation and marches<br />

forward to success and the betterment <strong>of</strong> the condition <strong>of</strong> mankind, and, as they<br />

drop into the grave, their successors move on to the stage <strong>of</strong> action, holding fast all<br />

that the past has given us, and going in turn a generation's march further on for the<br />

benefit <strong>of</strong> the race and <strong>of</strong> civilization.<br />

After the applause had subsided the band played "Amer-<br />

ica." <strong>The</strong> delegates and the audience listened standing.<br />

COMMITTEE ON RULES REPORTS<br />

Chairman Cannon called for the report <strong>of</strong> the committee<br />

on rules. It was submitted <strong>by</strong> Representative Bingham <strong>of</strong><br />

Pennsylvania, who said:<br />

I am directed <strong>by</strong> your committee on rules and order <strong>of</strong> procedure to submit<br />

their unanimous report for the approval <strong>of</strong> the convention. In iSSS the rules we had<br />

governing the preceding conventions <strong>of</strong> the party were gone over with great care<br />

and authority. That convention adopted a rule, and from that day to this the guide<br />

<strong>of</strong> the order <strong>of</strong> procedure has been changed only in a limited number <strong>of</strong> its rules or<br />

provisions. Your committee has followed the action <strong>of</strong> a like committee in preceding<br />

conventions, but several changes are enacted in these rules because <strong>of</strong> the inclusion<br />

<strong>of</strong> the Philippine Islands and Porto Rico, together with the inclusion <strong>of</strong> a rule<br />

recommended <strong>by</strong> the secretary <strong>of</strong> the national committee, in order that in making<br />

up the roll <strong>of</strong> delegates and alternates and contested seats a better submission could<br />

be made than has heret<strong>of</strong>ore been made under no rule.<br />

In full recognition <strong>of</strong> the fairness and famiUarity <strong>of</strong> your presiding <strong>of</strong>ficer to-day,<br />

in order that he may feel perfectly' at home in this convention, as he always does in<br />

the speaker's chair in the house, we have adopted the rules <strong>of</strong> the Fifty-Eighth Con-<br />

gress when not inconsistent with the rules submitted for this convention.<br />

<strong>The</strong> reading <strong>of</strong> the report was dispensed with and Mr.<br />

Bingham moved its adoption.<br />

FORAKER OFFERS AN AMENDMENT<br />

Senator Foraker <strong>of</strong>fered as an amendment:<br />

Resolved, That tiie report <strong>of</strong> the committee on rules be amended so as to allow<br />

the six delegates from Hawaii six votes in conformity with her sister territories <strong>of</strong><br />

Arizona, New Mexico, Oklahoma, Indian Territory, and Alaska.
