Empire State <strong>of</strong> New York.<br />

FORAKER GETS THE FLOOR AGAIN<br />

On Senator Hopkins' motion Senator P'oraker again was<br />

given the floor. He spoke from the platform in response to<br />

calls from the delegates.<br />

<strong>The</strong>re was much in what was said <strong>by</strong> the distinguished senator from Illinois,<br />

with which we all sympathize, and when the proper time comes for making another<br />

precedent we will then all listen to his reasoning. I submit that it is too late to make<br />

the provision to which objection has in this case been made. I call attention again<br />

to the fact that Hawaii is a Territory <strong>of</strong> the United States;. It has been given a<br />

territorial government, and that action <strong>of</strong> the congress <strong>of</strong> the United States was in<br />

accordance with the provisions <strong>of</strong> the law annexing Hawaii. Hawaii, therefore,<br />

stands before us when it comes to the matter <strong>of</strong> representation in precisely the same<br />

light that every other Territory stands before us.<br />

BABCOCK SPEAKS FOR THE COMMITTEE<br />

Congressman Babcock <strong>of</strong> Wisconsin then addressed the<br />

convention.<br />

Mr. Chairman : As<br />

a member <strong>of</strong> the committee on rules I wish to say that the<br />

delegates from Hawaii have already been seated in this convention and occupy seats<br />

on this floor at this time. <strong>The</strong> national committee and the committee on rules report<br />

identically the same, that the six delegates should cast two votes.<br />

Mr. Chairman, if the convention proposes seriously to consider this amendment<br />

I want to add another: I want the District <strong>of</strong> Columbia to have six representatives;<br />

I want the State <strong>of</strong> Wisconsin, in which I reside, to have seventy-eight.<br />

Delegate McKinley <strong>of</strong> California spoke in favor <strong>of</strong> the<br />

resolution.<br />

BINGHAM OFFERS A SUBSTITXTTE<br />

Congressman Bingham <strong>of</strong> Pennsylvania was then recog-<br />

nized <strong>by</strong> the chair. He said:<br />

Alasl;a has poured into the industries and treasury <strong>of</strong> the country millions <strong>of</strong><br />

dollars, and in recognition <strong>of</strong> that industry and tribute to the republic we increased<br />

the representation from four to six. Had the Territories in the convention in Cincin-<br />

nati which nominated President Hayes had the representation they have in this con-
