Mr. Bingham <strong>of</strong>fered the following substitute:<br />

That the representation <strong>of</strong> Hawaii shall be two delegates, provided that they<br />

shall not impair the rights and privileges <strong>of</strong> the six delegates already seated in this<br />

convention.<br />

Senator Foraker then said: "I do not see why, if this is to<br />

be now adopted, it should not be made to apply to Alaska,<br />

Arizona, and New Mexico as well, because they have no<br />

greater population, and neither New Mexico nor Arizona has<br />

any advantage over Hawaii, all being Territories alike."<br />

ROLL CALL IS DEMANDED<br />

To which Chairman Cannon replied: "<strong>The</strong> question is on<br />

the substitute <strong>of</strong>fered <strong>by</strong> the gentleman from Pennsylvania.<br />

As many as are in favor will say Yes. Those opposed will say<br />

No. <strong>The</strong> yeas seem to have it."<br />

A roll call was demanded <strong>by</strong> delegates from California,<br />

Colorado, Ohio, and Pennsylvania and resulted as follows:<br />

Yeas, 497; nays, 490.<br />

<strong>The</strong> chairman then declared the substitute carried. Gen-<br />

eral Bingham moved the adoption <strong>of</strong> the report as amended,<br />

and it was carried.<br />

THE PLATFORM ADOPTED<br />

Senator Lodge <strong>of</strong> Massachusetts reported for the commit-<br />

tee on resolutions, and the platform was read. It will be found<br />

in another chapter.<br />

With cheering the platform was adopted on motion <strong>of</strong><br />

Senator Lodge.<br />

<strong>The</strong> following dispatch from Washington was then read to<br />

the convention:
