"In support <strong>of</strong> that amendment I call attention to the fact<br />

that Hawaii is a Territory, made so <strong>by</strong> legislative enactment,<br />

and entitled to the same treatment as every other Territory,"<br />

said Senator Foraker. "All the other Territories are given<br />

six delegates. In the call <strong>of</strong> the national committee Hawaii,<br />

as a Territory, was asked to send six delegates, and Alaska,<br />

which is not a Territory but only a district, was asked to send<br />

four delegates."<br />

CARTER APPEALS FOR HAWAII<br />

Governor Carter then addressed the convention. He said:<br />

<strong>The</strong>re seems to be an impression in some quarters that Hawaii is a Territory. I<br />

rise to assure you that Hawaii is on the map <strong>of</strong> the United States and Territories <strong>of</strong><br />

America and not in the list <strong>of</strong> its possessions. We, gentlemen, twelve good, stalwart<br />

Republicans, have traveled five thousand miles to show our allegiance to this party.<br />

We are too good American citizens to sit still in the face <strong>of</strong> discrimination, and too<br />

loyal Republicans to see this convention take an action which will injure it even in<br />

the isles beyond the sea, those emerald isles, the paradise <strong>of</strong> the Pacific. God grant<br />

that it may not occur, but in the struggle <strong>of</strong> the future if there should arise a contest<br />

on the Pacific Ocean, Hawaii will be necessary to America and the people <strong>of</strong><br />

Hawaii will not be found wanting.<br />

Governor Carter was greeted with prolonged cheering and<br />

applause. Senator Hopkins then said:<br />

HOPKINS OPPOSES AMENDMENTS<br />

Mr. Chairman : I trust that the amendment <strong>of</strong>fered <strong>by</strong> the senator from Ohio<br />

will not be adopted <strong>by</strong> this convention, and I trust that the enthusiasm expressed <strong>by</strong><br />

the delegate from the Hawaiian Islands will not carry the members <strong>of</strong> this conven-<br />

tion away from what is just and proper in determining the personnel <strong>of</strong> a great<br />

national convention. I do not yield even to the delegate from Hawaii in my admira-<br />

tion for that island, and in my zeal to support any administration that benefits the<br />

people <strong>of</strong> the island.<br />

It was my province and my pleasure <strong>by</strong> my vote to assist in making the<br />

Hawaiian Islands a part <strong>of</strong> the United States, and ever since that time I have voted<br />

always for legislation that would benefit the people; but when we come to a great<br />

national convention we should not treat the people <strong>of</strong> the islands there any better
