Overall, the potential construction phase impacts on the socio-economic environment for both<br />

the proposed wind and solar energy facilities would be regional, medium magnitude and short<br />

term and would therefore be of medium (+) significance, with and without mitigation. No<br />

difference in significance would result from the proposed wind or solar alternatives.<br />

f) Recommended mitigation measures for construction impacts on socioeconomic<br />

environment<br />

Wind Energy Facility Potential Impacts<br />

• Source supplies of services, labour and products from the local and regional economies. It<br />

is recommended that local labour, resources and businesses be sourced during the<br />

construction stage.<br />

• Implement labour contracts whereby Contractors are required to employ a certain<br />

percentage of local labour.<br />

• Encourage the local authority to implement a services management plan to monitor<br />

demand on infrastructure services so that upgrades or new services can be installed in a<br />

timeous manner.<br />

• Provide basic construction skills programs pertaining to the projects in order to maximise<br />

the benefits of the project in the local municipality and to leave a lasting influence on the<br />

workforce.<br />

• Implement an educational initiative during the construction phase of the proposed wind<br />

and solar facilities as it provides an ideal practical learning environment for local and<br />

district schools.<br />

Solar Energy Facility Potential Impacts<br />

The same measures as recommended for the proposed wind energy facility should be<br />

implemented.<br />

4.4.8 Impact on Agriculture<br />

The construction entails the clearing of vegetation around the footprint of the proposed turbines<br />

and the crane hardstand, as well as creating service roads.<br />

The proposed construction of a solar energy facility would entail the initial clearing of vegetation<br />

and levelling of the site. During construction large areas of soil would be exposed, which could<br />

be eroded through rain or wind action. Erosion or sedimentation could extend into the<br />

surrounding agricultural land.<br />
