Describes the National Paper and Cellulose Program that<br />

is designed to develop self-sufficiency in paper manufacture<br />

for Brazil and produce a favorable balance <strong>of</strong> trade in pulp<br />

and paper. The author predicts an annual pulp production<br />

increase <strong>from</strong> 0.4 million t in 1977 to 3.0 million t in 1982.<br />

Dependence on foreign investment and large-scale afforesta-<br />

tion schemes (in Eucalyptus and Pinus spp.) is required to<br />

accomplish the goals. The greatest growth is expected in<br />

bleached sulphate pulp derived <strong>from</strong> Eucalyptus plantations<br />

in southeastern Brazil.<br />
