conceivable that the spike in state sponsored violence in 1971 subdued the domestic population<br />

for a period that extended past the period of state sponsored violence. The final period where<br />

there were economic development policies which should have been accompanied by high state<br />

sponsored violence, but had low levels of state sponsored violence was in 1993 and 1994 under<br />

President Carpio. In this instance it is possible that enough time had passed since the<br />

implementation of the economic development policies, that it was no longer necessary to<br />

maintain high levels of state sponsored violence.<br />

No Economic Development Policies, High State Sponsored Violence: Pattern Does Not Exist<br />

The lone instance of an economic development policy not matching the framework is in<br />

the Montt administration in 1982.<br />

His economic development policies did not fit the framework<br />

and there was the highest levels of state sponsored violence in Guatemala over the entire period.<br />

Clearly a portion of the state sponsored violence was by some means related to economic<br />

development policies, but since economic development was a function of security it was less<br />

clear that this administration fits the pattern developed by the frameworks.
