Information <strong>and</strong> Communication Technologies (ICT) have the potential <strong>to</strong> significantly exp<strong>and</strong> learning opportunities across<br />

diverse populations. ICT enables policymakers <strong>and</strong> educa<strong>to</strong>rs <strong>to</strong> improve the quality of teaching <strong>and</strong> learning processes, as<br />

well as learning achievements. Through the innovative use of these technologies, education institutions can help <strong>to</strong> develop<br />

<strong>and</strong> exp<strong>and</strong> the production of new skills required by <strong>information</strong> societies.<br />

In the global drive <strong>to</strong> integrate ICT in education, there is a clear need <strong>to</strong> moni<strong>to</strong>r the progress of countries, based on accurate<br />

<strong>and</strong> consistent indica<strong>to</strong>rs. In addressing this challenge, the UNESCO Institute for Statistics (UIS) has developed this guide based<br />

on in-depth consultations with governments <strong>and</strong> experts worldwide. In particular, the guide is a result of the UIS commitment<br />

<strong>to</strong> the Partnership on Measuring ICT for Development, an international consortium of statistical units in a wide range of<br />

multilateral agencies.<br />

Given the rapidly evolving nature of ICT, this manual breaks new ground by establishing a st<strong>and</strong>ardized framework <strong>and</strong><br />

specifications for indica<strong>to</strong>r measurement. The definitions <strong>and</strong> methodologies provided will ensure the consistent use <strong>and</strong><br />

interpretation of statistics on ICT in education in an international context. In addition, an exp<strong>and</strong>ed list of indica<strong>to</strong>rs is presented,<br />

further building on the UIS core list, in order <strong>to</strong> address current <strong>information</strong> needs. The data required <strong>to</strong> calculate these<br />

indica<strong>to</strong>rs will be collected through st<strong>and</strong>ardized international surveys in order <strong>to</strong> enable policymakers <strong>to</strong> review progress over<br />

time <strong>and</strong> compare their results with those of other countries.<br />
