Purpose:<br />
To measure the availability of teachers trained <strong>to</strong><br />
use ICT <strong>to</strong> teach subject(s) in primary <strong>and</strong><br />
secondary schools.<br />
Method of collection:<br />
Administrative data collection through annual<br />
school census (or extract data from school<br />
records).<br />
Data source(s):<br />
Statistical unit of the Ministry of Education or,<br />
alternatively, the national statistical office.<br />

Analysis <strong>and</strong> interpretation:<br />
A high percentage or value for this indica<strong>to</strong>r can be<br />
interpreted as good e-readiness in terms of teachers<br />
being trained <strong>to</strong> use ICT <strong>to</strong> teach subject(s) in primary<br />
<strong>and</strong> secondary schools.<br />
When calculated by ISCED levels, geographical regions,<br />
urban/rural areas <strong>and</strong> for individual educational<br />
institutions, <strong>and</strong> analysed in conjunction with other<br />
indica<strong>to</strong>rs regarding the proportion of teachers currently<br />
using ICT <strong>to</strong> teach subject(s), this indica<strong>to</strong>r can show<br />
discrepancies so that appropriate policy measures can<br />
be taken <strong>to</strong> better deploy trained teachers <strong>and</strong> <strong>to</strong> train<br />
untrained teachers.<br />
Methodological <strong>and</strong> definition issues or<br />
operational limitations:<br />
Trained teachers are counted according <strong>to</strong> nationally<br />
defined qualification st<strong>and</strong>ards. See Appendix II for a<br />
more detailed definition of teachers trained <strong>to</strong> teach<br />
subject(s) using ICT facilities.
