Definition:<br />

Ratio of the sum of <strong>to</strong>tal private current expenditure <strong>and</strong><br />

<strong>to</strong>tal current foreign expenditure on ICT in education <strong>to</strong><br />

<strong>to</strong>tal government current expenditure on ICT in<br />

education.<br />

Data requirement:<br />

(PCUI) Total government current expenditure on ICT in<br />

education in national currency (for ISCED levels 1-3,<br />

level 4 <strong>and</strong> levels 5-6).<br />

(FCUI) Total current expenditure on ICT in education<br />

from international (foreign) sources in national currency<br />

Method of collection:<br />

Extract data from financial account statements or<br />

budget documents.<br />

Data source(s):<br />

Budget or accounts of the finance department of the<br />

ministries of education or, alternatively, the national<br />

statistical office or Finance Ministry.<br />

Analysis <strong>and</strong> interpretation:<br />

A value of 1 for this indica<strong>to</strong>r shows that the contribution<br />

of government resources in overall current expenditure<br />

on ICT in education is equal <strong>to</strong> private <strong>and</strong> international<br />

(foreign) funding combined <strong>to</strong>gether. A value below 1<br />

indicates a larger contribution of governmental sources<br />

<strong>to</strong> the overall current expenditure on ICT in education,<br />

<strong>and</strong> vice versa.<br />

Methodological <strong>and</strong> definition issues or<br />

operational limitations:<br />

Data on expenditure figures are sometimes not<br />

available in a timely manner <strong>to</strong> meet international<br />

requirements. In such situations, countries may<br />

provide data on allocated budgets in place of the<br />

expenditure figures. Metadata <strong>to</strong> explain the<br />

distinction between allocated budgets <strong>and</strong> actual<br />

expenditures should be given <strong>to</strong>gether with an<br />

indication of the currency denomination.
