Definition:<br />

Government capital expenditure on ICT in education<br />

expressed as a percentage of <strong>to</strong>tal government capital<br />

Purpose:<br />

To measure the level of government efforts <strong>to</strong> allocate<br />

financial resources (in terms of capital expenditure) <strong>to</strong><br />

ICT in education out of its <strong>to</strong>tal capital spending for<br />

the entire education sec<strong>to</strong>r<br />

Method of collection:<br />

Extract data from financial account statements or<br />

budget documents.<br />

Data source(s):<br />

Budget or accounts of the finance department of the<br />

ministries of education or, alternatively, the national<br />

statistical office or Finance Ministry.<br />

Analysis <strong>and</strong> interpretation:<br />

This indica<strong>to</strong>r helps <strong>to</strong> moni<strong>to</strong>r the relative share of<br />

capital expenditure on ICT in education within <strong>to</strong>tal<br />

government capital expenditure on education. In<br />

comparison <strong>to</strong> the proportion of <strong>to</strong>tal government capital<br />

spending on non-ICT education related activities, a<br />

higher percentage or value for this indica<strong>to</strong>r implies a<br />

bigger share of government capital expenditure has<br />

been devoted <strong>to</strong> ICT in education.<br />

Methodological <strong>and</strong> definition issues or<br />

operational limitations:<br />

Data on expenditure figures are sometimes not<br />

available in a timely manner <strong>to</strong> meet international<br />

requirements. In such situations, countries may<br />

provide data on allocated budgets in place of the<br />

expenditure figures. Metadata <strong>to</strong> explain the<br />

distinction between allocated budgets <strong>and</strong> actual<br />

expenditures should be given <strong>to</strong>gether with an<br />

indication of the currency denomination.
