Definition:<br />

Foreign current expenditure on ICT in education expressed as<br />

a percentage of <strong>to</strong>tal current expenditure on ICT in education.<br />

Data requirement:<br />

(FCUI) Total current expenditure on ICT in education from<br />

international (foreign) sources in national currency (for ISCED<br />

levels 1-3, level 4 <strong>and</strong> levels 5-6).<br />

(PCUI) Total government current expenditure on ICT in<br />

Purpose:<br />

To measure international (foreign) donors’ financial<br />

contribution in terms of current expenditure on ICT in<br />

education compared <strong>to</strong> <strong>to</strong>tal recurrent spending on ICT in<br />

education from all sources.<br />

Method of collection:<br />

Extract data from financial account statements or budget<br />

documents.<br />

Data source(s):<br />

Budget or accounts of the finance department of the<br />

ministries of education or, alternatively, the national<br />

statistical office or Finance Ministry.<br />

Analysis <strong>and</strong> interpretation:<br />

This indica<strong>to</strong>r helps <strong>to</strong> moni<strong>to</strong>r the relative share of current<br />

expenditure on ICT in education contributed by international<br />

(foreign) partners compared <strong>to</strong> <strong>to</strong>tal current expenditure on ICT<br />

in education. In comparison with the proportion of <strong>to</strong>tal<br />

recurrent spending on ICT in education from government <strong>and</strong><br />

private sources, a higher percentage or value for this indica<strong>to</strong>r<br />

implies a greater contribution of international (foreign) funds <strong>to</strong><br />

overall current expenditure on ICT in education.<br />

Methodological <strong>and</strong> definition issues or operational<br />

limitations:<br />

Data on expenditure figures are sometimes not available in a<br />

timely manner <strong>to</strong> meet international requirements. In such<br />

situations, countries may provide data on allocated budgets<br />

in place of the expenditure figures. Metadata <strong>to</strong> explain the<br />

distinction between allocated budgets <strong>and</strong> actual<br />

expenditures should be given <strong>to</strong>gether with an indication of<br />

the currency denomination.
