Number of learners enrolled in grades where ICT are<br />

used for teaching <strong>and</strong> learning, expressed as a<br />

percentage of the <strong>to</strong>tal number of learners for ISCED<br />

levels 1-3.<br />

Purpose:<br />

To measure learners’ participation in ICT-assisted<br />

education <strong>and</strong> the degree of implementation of<br />

national policies <strong>and</strong> plans for ICT use in primary <strong>and</strong><br />

secondary education.<br />

Method of collection:<br />

Administrative data collection through annual school<br />

census (or extract data from school records).<br />

Data source(s):<br />

Statistical unit of the Ministry of Education or,<br />

alternatively, the national statistical office.<br />

Analysis <strong>and</strong> interpretation:<br />

A high percentage or value for this indica<strong>to</strong>r reveals a<br />

high degree of learner participation in ICT-assisted<br />

instruction in primary <strong>and</strong> secondary schools, which also<br />

indicates strong implementation of national ICT in<br />

education policies <strong>and</strong> plans.<br />

This indica<strong>to</strong>r can also be calculated <strong>and</strong> analysed by<br />

geographical regions, urban/rural areas, <strong>and</strong> by school.<br />

Methodological <strong>and</strong> definition issues or<br />

operational limitations:<br />

In counting learners, caution must be exercised in<br />

order <strong>to</strong> avoid double-counting learners who are<br />

benefiting from more than one type of ICT service<br />

(radio, television, computer or Internet) in support of<br />

their learning activities.
