1. • Develop and implement a pipeline monitoring programme
in line with international standards.
2. • Ensure that the structural integrity of the pipeline is
regularly monitored, e.g. through pigging.
3. • Maintain the cathodic protection system of the pipelines in
working order at all times.
4. • Perform regular internal and external audits of the pipeline
monitoring programme to ensure it is implemented
effectively.
5. • Develop (or adapt and implement) a detailed pipeline spill
management prevention and response plan for the various
products conveyed through the pipelines, addressing:
- Pipeline and product monitoring systems;
- Notification and reporting procedures;
- Investigation procedures;
- Measures to halt the spill;
- Spill containment and removal procedures; and
- Clean up procedures.
6. • Operate pipelines in line with international standards and
design criteria to minimise the risk of pipeline failure.
7. • Ensure that product flow is continuously monitored, to
detect and ensure no produce is lost due to leakage.
8. • Consider installing monitoring wells / boreholes above the
shallow sections of the pipelines, which are exposed to the
greatest stresses, to periodically monitor soil for any
leakages.
9. • Ensure staff is adequately trained in the operation of the
pipeline.
