that potential impacts of the project are minimised, and that the significance of those impacts is as
predicted by the EIA process.
Management and monitoring measures were developed from the recommendations and mitigation
measures listed in the EIA Report (Section 6). The tables with mitigation measures relevant to the
pipelines project are contained in the tables below. The measures in the EMMP are structured to
facilitate their incorporation into tender documents and ease of on-site implementation.
The mitigation measures should be implemented within the framework provided in the EMMP
developed for the Refinery Expansion Project (SRK Report No. 398251/8, January 2010). That
EMMP lays out a structure for the implementation of measures and the monitoring of and reporting
on environmental performance. Generally, the EMMP is a living document and environmental
management must be reviewed and adapted throughout the construction phase and lifetime of the
pipeline to respond to specific operational circumstances.
Mitigation measures apply to the following three phases of the pipelines project:
• Design Phase: These measures relate to the detailed layout, planning and design of the
pipelines and their alignment and associated infrastructure. They will largely be implemented by
the planning and development team, prior to the commencement of any physical on-site
activities. These mitigation measures are presented in Table 6-14.
• Construction Phase: These mitigation measures are applicable during site preparation and
laying of the pipelines. They must be implemented by the relevant contractors and subcontractors.
These mitigation measures are presented in Table 6-15.
• Operations Phase: These mitigation measures are applicable during the long-term operation of
the pipelines and must be implemented by the relevant Staatsolie management team. These
mitigation measures are presented in Table 6-16.
