Part 506Regulations to Adjust or Meet Conditions Unfavorable to<br />

Shipping in the Foreign Trade of the United States<br />

General Order No 33 was published by the <strong>Commission</strong> on November<br />

1 <strong>19</strong>74 and was to become effective on November 31 <strong>19</strong>74 However<br />

since General Order No 33 prompted numerous requests to delay the<br />

effective date and extend the time for filing petitions for reconsideration<br />

the effective date of the<br />

the <strong>Commission</strong> on November 21 <strong>19</strong>74 stayed<br />

rule and invited interested parties to file their views and arguments<br />

the reconsideration thereof<br />

Comments on reconsideration have been submitted by or on behalf of<br />

a number and variety of interested parties including Hearing Counsel<br />

The <strong>Commission</strong> has carefully considered the position of all the parties<br />

and the final rules promulgated herein have been drafted with the parties<br />

comments and arguments in mind The bulk of the comments submitted<br />

concern themselves with matters which have been argued<br />

before the<br />

<strong>Commission</strong> in this proceeding before and which have already been fully<br />

considered and properly disposed of by the <strong>Commission</strong> We will not<br />

address ourselves to those matters further We are limiting our discussion<br />

here to those comments and arguments which have prompted changes in<br />

the fmal rules promulgated herein A section by section discussion of<br />

these changes is therefore appropriate<br />

Section 506 1 Purpose<br />

The word may has been substituted for will in the last sentence of<br />

this section to make it clear that <strong>Commission</strong> action under these section<br />

<strong>19</strong> regulations is discretionary<br />

506 2 Scope<br />

This section was likewise revised to indicate the discretion of the<br />

<strong>Commission</strong> in invoking these regulations A change was also made in the<br />

<strong>19</strong> F M C 13
