Foreword<br />

The m<strong>and</strong>ate of the M<strong>in</strong>istries of Health is the provision of quality health services,<br />

promotion of equity <strong>in</strong> access, f<strong>in</strong>ancial risk protection <strong>and</strong> overall governance <strong>and</strong><br />

stewardship of the health sector. To execute this m<strong>and</strong>ate there is an absolute need <strong>for</strong><br />

<strong>in</strong><strong>for</strong>mation to guide policy mak<strong>in</strong>g, <strong>in</strong>tervention options, programm<strong>in</strong>g <strong>and</strong> effective<br />

management of health facilities <strong>and</strong> health districts. Over the years harness<strong>in</strong>g of this<br />

<strong>in</strong><strong>for</strong>mation has been a challenge both <strong>in</strong> the public <strong>and</strong> private subsectors. This has<br />

partly been due to the weak health <strong>in</strong><strong>for</strong>mation <strong>in</strong>frastructure, a poor <strong>in</strong><strong>for</strong>mation<br />

culture that does not spur dem<strong>and</strong> <strong>for</strong> <strong>in</strong><strong>for</strong>mation, multiple <strong>and</strong> parallel <strong>in</strong><strong>for</strong>mation<br />

systems, a th<strong>in</strong> <strong>and</strong> stretched human resource to support data collection,<br />

trans<strong>for</strong>mation, presentation <strong>and</strong> archiv<strong>in</strong>g among others.<br />

It is with this background that the m<strong>in</strong>istries through the Division of Health In<strong>for</strong>mation<br />

system (HIS) undertook to develop a health <strong>in</strong><strong>for</strong>mation policy <strong>and</strong> strategic plan (2009-<br />

2014) to guide the health <strong>in</strong><strong>for</strong>mation strengthen<strong>in</strong>g agenda <strong>in</strong> the country. In its<br />

Strategic Plan, the HIS has planned to improve data management <strong>and</strong> strengthen the use<br />

<strong>and</strong> application of <strong>in</strong><strong>for</strong>mation technology <strong>in</strong> data management. To effectively do this,<br />

there is need to develop st<strong>and</strong>ards that will ensure quality of software, compatibility of<br />

data shar<strong>in</strong>g, ease of ma<strong>in</strong>tenance <strong>and</strong> common underst<strong>and</strong><strong>in</strong>g among the work<strong>for</strong>ce.<br />

Data complexity, volumes of patients served <strong>and</strong> the desire to have efficient health<br />

<strong>in</strong><strong>for</strong>mation systems have def<strong>in</strong>ed the need <strong>for</strong> <strong>Electronic</strong> <strong>Medical</strong> <strong>Record</strong> (EMR)<br />

<strong>Systems</strong> <strong>in</strong> Kenya. EMR systems, when well developed <strong>and</strong> implemented, can improve<br />

the process of data collection result<strong>in</strong>g <strong>in</strong> better quality <strong>and</strong> more reliable health<br />

<strong>in</strong><strong>for</strong>mation. These systems can also greatly improve aggregation <strong>and</strong> report<strong>in</strong>g of data<br />

from facilities. EMR systems support provision of health care through the <strong>in</strong>tegrated<br />

cl<strong>in</strong>ical decision support functions <strong>and</strong> by ensur<strong>in</strong>g that patient <strong>in</strong><strong>for</strong>mation is available<br />

across facilities <strong>for</strong> cont<strong>in</strong>uity of care.<br />

Coord<strong>in</strong>ation of development, deployment, implementation <strong>and</strong> ma<strong>in</strong>tenance of these<br />

systems is fundamental to their success <strong>in</strong> the health sector. This first edition of the<br />

<strong>St<strong>and</strong>ards</strong> <strong>and</strong> <strong>Guidel<strong>in</strong>es</strong> <strong>for</strong> EMR <strong>Systems</strong> <strong>in</strong> Kenya aims to provide guidance <strong>for</strong> the<br />

development of EMR systems <strong>for</strong> use <strong>in</strong> Kenya <strong>and</strong> set an environment <strong>for</strong> successful<br />

implementation <strong>and</strong> use of these systems. This document is a product of consistent<br />

work carried out by the Division of Health In<strong>for</strong>mation <strong>Systems</strong> <strong>in</strong> the M<strong>in</strong>istry, National<br />

Aids <strong>and</strong> STI Control Program, Kenya Bureau of <strong>St<strong>and</strong>ards</strong> <strong>and</strong> I-TECH, work<strong>in</strong>g through
