Case Example: Build<strong>in</strong>g an EMR system <strong>for</strong> HIV chronic care<br />

This case example describes an EMR system <strong>for</strong> the management of HIV <strong>in</strong> the context of the<br />

outl<strong>in</strong>ed functional profile. Similar case examples can be derived <strong>for</strong> systems used <strong>for</strong> the<br />

management of other diseases or <strong>for</strong> systems used <strong>in</strong> specific departments <strong>in</strong> the health sett<strong>in</strong>g<br />

such as EMR systems <strong>for</strong> cancer care, EMR systems <strong>for</strong> pediatric care, EMR systems <strong>for</strong> OPD use or<br />

EMR systems <strong>for</strong> <strong>in</strong>-patient use. The def<strong>in</strong>ed m<strong>in</strong>imum functional requirements aim at <strong>in</strong><strong>for</strong>m<strong>in</strong>g<br />

the m<strong>in</strong>imums <strong>for</strong> all these systems.<br />

Functional requirements <strong>for</strong> HIV Specific EMR<br />

M<strong>in</strong>imum Data Set<br />

In 2004 the World Health Organization (WHO) released ART patient monitor<strong>in</strong>g guidel<strong>in</strong>es, which<br />

provided the m<strong>in</strong>imum data set <strong>for</strong> longitud<strong>in</strong>al follow-up of patients receiv<strong>in</strong>g HIV care. 17 The<br />

guidel<strong>in</strong>es were revised <strong>in</strong> 2006. They summarize the m<strong>in</strong>imum data set <strong>for</strong> HIV care <strong>in</strong>to 4<br />

categories:<br />

· Demographic <strong>in</strong><strong>for</strong>mation<br />

· HIV care <strong>and</strong> family status<br />

· ART summary<br />

· Patient encounter <strong>in</strong><strong>for</strong>mation<br />

In recognition of the exp<strong>and</strong>ed nature of HIV care, WHO, <strong>in</strong> 2009, improved on the patient<br />

monitor<strong>in</strong>g guidel<strong>in</strong>es <strong>and</strong> released the 3 <strong>in</strong>terl<strong>in</strong>ked patient monitor<strong>in</strong>g system 18 that <strong>in</strong>corporates<br />

key data elements on:<br />

· HIV care <strong>and</strong> Treatment<br />

· Maternal Child Health <strong>and</strong> PMTCT <strong>and</strong><br />

· Tuberculosis care<br />
