Section Introduction<br />

With<strong>in</strong> the health sett<strong>in</strong>g, EMR <strong>Systems</strong> coexist with several other systems such as Laboratory<br />

In<strong>for</strong>mation systems, Pharmacy In<strong>for</strong>mation systems, the District Health In<strong>for</strong>mation System <strong>and</strong><br />

Demographic Surveillance systems. Exchange of <strong>in</strong><strong>for</strong>mation between systems is important <strong>for</strong><br />

several reasons, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>creased efficiency through decreased entry of duplicate data,<br />

decreased errors <strong>in</strong> medical <strong>in</strong><strong>for</strong>mation through the same mechanism, <strong>and</strong> <strong>in</strong>creased availability of<br />

health <strong>in</strong><strong>for</strong>mation promot<strong>in</strong>g better cl<strong>in</strong>ical decision mak<strong>in</strong>g <strong>and</strong> improved cont<strong>in</strong>uity of patient<br />

care.<br />

The follow<strong>in</strong>g def<strong>in</strong>itions apply to this section;<br />

· Interoperability is the ability <strong>for</strong> a system to securely communicate <strong>and</strong> exchange data <strong>in</strong><br />

an accurate, reliable, <strong>and</strong> mean<strong>in</strong>gful way with another <strong>in</strong><strong>for</strong>mation system so that the<br />

cl<strong>in</strong>ical or operational purpose <strong>and</strong> mean<strong>in</strong>g of the data are preserved <strong>and</strong> unaltered.<br />

· Actors can be people or <strong>in</strong><strong>for</strong>mation systems<br />

· A task is a structured set of steps<br />

· Use cases describe the specific reasons <strong>for</strong> a task that requires the transfer of <strong>in</strong><strong>for</strong>mation,<br />

<strong>and</strong> the steps required to complete that task. Use cases are descriptions of tasks by actors.<br />

· Transactions are the specific <strong>in</strong><strong>for</strong>mation <strong>in</strong>teractions that support each step. Transactions<br />

are implemented by specify<strong>in</strong>g one or more st<strong>and</strong>ards <strong>and</strong> describ<strong>in</strong>g how they are to be<br />

used.<br />

This section def<strong>in</strong>es st<strong>and</strong>ards to be used <strong>in</strong> the exchange of cl<strong>in</strong>ical <strong>in</strong><strong>for</strong>mation <strong>in</strong> Kenya.<br />

Implementation of these cl<strong>in</strong>ical data st<strong>and</strong>ards will ensure that data <strong>in</strong> an EMR system are<br />

available <strong>and</strong> mean<strong>in</strong>gful <strong>in</strong> another system, whether that system is a lab system, the national HMIS,<br />

a district health <strong>in</strong><strong>for</strong>mation system, or another EMR at a different health care facility.<br />

This section is targeted at EMR system developers <strong>and</strong> program managers. It is designed to enable<br />

developers to <strong>in</strong>tegrate data exchange functions <strong>in</strong>to their systems, <strong>and</strong> to outl<strong>in</strong>e EMR systems <strong>and</strong><br />

their implementation <strong>in</strong> relation to other health <strong>in</strong><strong>for</strong>mation systems.<br />
