another Report to Her Majesty. He agreed with the<br />

lecturer in thinking that the principle <strong>of</strong> this scheme had<br />

not been understood or appreciated by the Commission, and<br />

thought the Report must have done harm in many plao~,<br />

He did not think the system had been appreciated either by<br />

masters or men, and he hoped this lecture would be extensively<br />

circulated, and would lead to a better understanding <strong>of</strong><br />

the subject. He thought hc need not say much on the subject<br />

<strong>of</strong> Trades Unions, as he saw that they were exceedingly<br />

well represented in the room, but he must say a few words in<br />

reference to one point, namely, M to tho exclusive system <strong>of</strong><br />

industrial partnerships. The Nessrs. Eriggs had, it was true,<br />

absolute power, but they were now by no means fearful <strong>of</strong> the<br />

admission to some share <strong>of</strong> power <strong>of</strong> the people who were<br />

working with them, ond they had established a committee <strong>of</strong><br />

men, who met to advise them, and ml1o had suggested many<br />

valuable improvements. They had also given the workingmen<br />

the power <strong>of</strong> sending one director to the board, so that<br />

one <strong>of</strong> the five directors waa now n working shareholder in the<br />

mine. He quite agreed with the lecturer that this system<br />

<strong>of</strong>fered the best solution which had yet been arrived at <strong>of</strong> the<br />

great labour question. He quite felt that the system <strong>of</strong><br />

arbitration was only a sort <strong>of</strong> stopgap, and could only bring<br />

about a truce, but never a satisfactory peace. To have<br />

arbitration it was necessary to have two hostile organktions.<br />

While the men were kept in ignorance <strong>of</strong> the details <strong>of</strong> the<br />

business, and could only form a guess at the amount <strong>of</strong> the<br />

master's pr<strong>of</strong>its, s permanent peace could not be hoped for,<br />

such BD he thooght would come about by the development <strong>of</strong><br />

the idustrial partnership system. Those that had tried it<br />

deserved well <strong>of</strong> their country. They had done more for the<br />

prosperity <strong>of</strong> England, and for its establishment on e firm<br />

basis, than many who had made more noise.<br />
