upon the projected purchase, that the property and business<br />

<strong>of</strong> the telegraph companies would cost, at the most,, three<br />

Government be such, that the <strong>of</strong>ficers <strong>of</strong> an industrial<br />

department cannot successfully carry it on without defying all
