Some years since the Howard Association called attention to
what they expressly called “ Ths Luton experiment,” consisting
in the extraordinary Buccess with which the magistrates
of Luton in Bedfordshire enforcod the provisions of the
‘f Prevention of Crime Act.” The number of committals to
gsOl from Luton and its vicinity mas reduced from 257 in
1869 to 66 in 1874. The only fault of the experiment con.
aists in the possibilit,y that the thieves and roughs migratod;
but this difficulty mould be less serious had the experitnont
been tried in larger towns.
What little insight we can gain into the operation of the
Licensing Lams is rnainly due to the considerable diffcrcnccs
with which they have been administered in different places.
