expedition, or tho vast debts which other nations have lately<br />

or aro n3w incurring, it is evident that me may have in a great<br />

war to incur hundreds <strong>of</strong> millions <strong>of</strong> debt, or else relinquish<br />

our prominent position. Let us hope that such calamities will<br />

be spared to US; but let us not suppose that we may avoid<br />

them by being negligent and unprepared. It is not many<br />

months since Mr. Lome declared that me must maintain Our<br />

system <strong>of</strong> taxdon substantially as it is, in order to supp]p<br />

revenue adequate to possible emergencies. The wisdom <strong>of</strong><br />

his view is already apparent; but, I hold that he should have<br />
