shall be between 3 <strong>and</strong> 10 days, determined by local government.<br />

Prior <strong>to</strong> <strong>the</strong> peak <strong>to</strong>urist season local government would send a selected panel request<br />

for tender <strong>to</strong> all opera<strong>to</strong>rs of licensed caravan parks in <strong>the</strong> locality, seeking an<br />

opera<strong>to</strong>r for <strong>the</strong> overflow facility for <strong>the</strong> current peak season. The tender would<br />

provide <strong>the</strong> Key Performance Indica<strong>to</strong>rs for <strong>the</strong> overflow facility, operation terms <strong>and</strong><br />

conditions.<br />

The successful tenderer (Overflow Opera<strong>to</strong>r) would be selected on <strong>the</strong> basis of<br />

capability, prior record of caravan park <strong>and</strong> campground operational conformance <strong>and</strong><br />

price. The Overflow Opera<strong>to</strong>r would lease <strong>the</strong> site from <strong>the</strong> l<strong>and</strong>holder <strong>and</strong> pay <strong>the</strong><br />

l<strong>and</strong>holder <strong>the</strong> nominated rent. The minimum <strong>and</strong> maximum tariffs applicable <strong>to</strong><br />

consumers would be nominated in <strong>the</strong> tender <strong>and</strong> approved by local government.<br />

The Overflow Opera<strong>to</strong>r would be <strong>the</strong> primary contact for <strong>the</strong> facility during <strong>the</strong> peak<br />

<strong>to</strong>urist season <strong>and</strong> would be responsible for checking <strong>the</strong> availability of sites on any<br />

day during <strong>the</strong> season for all <strong>the</strong> licensed caravan parks in <strong>the</strong> locality. Until all parks<br />

achieved ninety percent occupancy, <strong>the</strong> Overflow Opera<strong>to</strong>r would refer travellers <strong>to</strong><br />

<strong>the</strong> lesser occupied properties.<br />

The operation of <strong>the</strong> overflow facility could be facilitated by local government<br />

providing <strong>the</strong> Overflow Opera<strong>to</strong>r with a supply of triplicate forms, which were used by<br />

<strong>the</strong> Overflow Opera<strong>to</strong>r <strong>to</strong> capture <strong>the</strong> following information:<br />

By maintaining <strong>the</strong> above process, local government would be able <strong>to</strong> check for<br />

compliance with <strong>the</strong> terms of its overflow policy <strong>and</strong> competi<strong>to</strong>r caravan parks could<br />

cross check that <strong>the</strong> overflow facility was not being utilised when <strong>the</strong>y had occupancy<br />

below ninety percent<br />

It is considered that <strong>the</strong> above Overflow Policy framework would establish a pro<strong>to</strong>col<br />

of referral between local licensed caravan parks, <strong>the</strong> Local Authority, <strong>the</strong> relevant<br />

Tourist Association, <strong>and</strong> newly arrived visi<strong>to</strong>rs <strong>to</strong> be directed <strong>to</strong> overflow facilities.<br />

Existing overflow opera<strong>to</strong>rs, e.g. sports clubs, may apply for a Limited Facility licence<br />

<strong>to</strong> allow <strong>the</strong>m continue <strong>to</strong> operate during peak seasonal periods <strong>and</strong> avoid <strong>the</strong> tender<br />

process for operating overflow facilities.<br />

Positive Impacts<br />

It will provide visi<strong>to</strong>rs with sufficient certainty of accommodation <strong>and</strong> allow <strong>the</strong>m <strong>to</strong><br />

plan <strong>and</strong> book caravan <strong>and</strong> camping holidays within Western Australia.<br />

Ensure viability of existing caravan parks <strong>and</strong> campgrounds is protected.<br />

Provide a cost effective means of ensuring <strong>the</strong>re is sufficient supply <strong>to</strong> meet peak<br />

season dem<strong>and</strong>.<br />

<strong>the</strong> overflow facility where <strong>the</strong> local government ranger could periodically check for<br />

compliance, one copy would be forward <strong>to</strong> <strong>the</strong> local government for inclusion on a<br />

daily overflow occupancy register <strong>and</strong> a copy retained by <strong>the</strong> Overflow Opera<strong>to</strong>r.<br />
