delivering caravan park <strong>and</strong> campground enterprises will help <strong>to</strong> build a sustainable<br />

Indigenous <strong>to</strong>urism sec<strong>to</strong>r which goes beyond economic outcomes.<br />

Operating a caravan park or campground offers an employment structure more suited<br />

<strong>to</strong> Indigenous peoples’ lifestyles with <strong>the</strong> ability <strong>to</strong> work varied hours, involve family<br />

members, <strong>and</strong> stay connected <strong>to</strong> ‘<strong>the</strong>ir country’. It also offers longer term job<br />

satisfaction <strong>and</strong> greater appeal than many o<strong>the</strong>r regional industries (for example<br />

mining).<br />

Much of <strong>the</strong> risks of current grant funding programs could be mitigated with <strong>the</strong><br />

security of long term commercial partnerships <strong>and</strong> succession planning. Indigenous<br />

participation in operations would be encouraged, though not essential with <strong>the</strong><br />

potential <strong>to</strong> place trained staff (from a management pool) in at relatively short notice<br />

where required <strong>to</strong> maintain operational consistency <strong>and</strong> quality st<strong>and</strong>ards.<br />

Indigenous owners would still retain an income source, regardless of employment, by<br />

way of lease fees <strong>and</strong> profit sharing.<br />

The support of industry experts/ownership groups would ensure that <strong>the</strong> facilities are<br />

professionally marketed <strong>and</strong> effectively managed protecting investment <strong>and</strong> assets<br />

whilst providing opportunities for self-determination, entrepreneurship, training, best<br />

practice procedures <strong>and</strong> employment (with real wages).<br />

Stimulating economic activity on Indigenous owned l<strong>and</strong> would improve <strong>the</strong> wellbeing<br />

of Indigenous communities by providing self-sustaining income <strong>and</strong> real<br />

employment opportunities for current <strong>and</strong> future generations ‘on country’. Flow on<br />

potential for <strong>the</strong> development of complimentary business opportunities such as<br />

roadhouses, cafés, <strong>to</strong>urs, workshops, bakeries, hire equipment, firewood supply <strong>and</strong><br />

cultural centres would also emerge.<br />
