The ablution requirements could be loosely in line with existing requirements for<br />
Transit Camps, though fur<strong>the</strong>r investigation could look <strong>to</strong> exp<strong>and</strong> <strong>the</strong> range of site<br />
numbers within each category <strong>to</strong> better reflect actual minimum facility requirements<br />
<strong>and</strong> fur<strong>the</strong>r reduce complexity.<br />
Positive Impacts<br />
Allowing for separate zones within a licence type will allow managed <strong>and</strong> unmanaged<br />
facilities <strong>to</strong> meet a consistent st<strong>and</strong>ard of facilities based on <strong>the</strong> minimum acceptable<br />
st<strong>and</strong>ards <strong>to</strong> adequately meet <strong>the</strong> needs of users. Additional facilities could give<br />
opera<strong>to</strong>rs a competitive edge with tariffs set accordingly. This would allow consumers<br />
<strong>to</strong> pick <strong>the</strong> level of facilities <strong>the</strong>y require <strong>to</strong> meet <strong>the</strong>ir particular needs <strong>and</strong> priorities.<br />
Streamlining licence requirements would reduce <strong>the</strong> development cost <strong>and</strong><br />
complexity <strong>and</strong> allow caravan parks <strong>to</strong> be more competitive with unmanaged<br />
locations, <strong>and</strong> differentiate <strong>the</strong>mselves on service provision <strong>and</strong> optional facilities. It<br />
would present more of a market driven approach <strong>to</strong> development, improving our<br />
relative competitiveness with overseas <strong>and</strong> interstate destinations.<br />
Additional licence types <strong>and</strong> zones could improve <strong>the</strong> profitability for professional<br />
opera<strong>to</strong>rs as well as providing a small but significant alternate income stream for<br />
farmers, Indigenous communities, wineries <strong>and</strong> o<strong>the</strong>r properties through <strong>the</strong> option<br />
<strong>to</strong> develop small scale campgrounds.<br />
Station <strong>Camping</strong> Provides a Low Cost <strong>Camping</strong> Option<br />
Amending <strong>the</strong> Pas<strong>to</strong>ral Act <strong>to</strong> allow caravan <strong>and</strong> camping facilities <strong>to</strong> be<br />
developed on Pas<strong>to</strong>ral Leases without onerous restrictions, such as <strong>the</strong><br />
requirement for <strong>to</strong>urism activities <strong>to</strong> be “purely supplementary” <strong>to</strong> pas<strong>to</strong>ral<br />
activities would enable <strong>the</strong> licence options mentioned herein <strong>to</strong> be applied <strong>to</strong><br />
<strong>the</strong> significant parcels of pas<strong>to</strong>ral l<strong>and</strong> in <strong>the</strong> State. (The requirements are not<br />
being applied <strong>to</strong> certain pas<strong>to</strong>ral properties in <strong>the</strong> Kimberley region, which are<br />
highly <strong>to</strong>urism focussed). This would contribute significantly <strong>to</strong> providing much<br />
needed capacity particularly in <strong>the</strong> north.<br />
The Department of Regional Development <strong>and</strong> L<strong>and</strong>s should utilise <strong>the</strong> L<strong>and</strong><br />
Administration Act <strong>to</strong> excise l<strong>and</strong> for caravan <strong>and</strong> camping facilities from<br />
pas<strong>to</strong>ral leases under Sect.79 of <strong>the</strong> Act, <strong>and</strong> work with State L<strong>and</strong>s <strong>to</strong> remove<br />
restrictions on <strong>the</strong> delivery of caravan <strong>and</strong> camping on pas<strong>to</strong>ral leased l<strong>and</strong>.<br />
The requirement for all camping areas (roadside rest areas, Shire authorised camping<br />
spots etc) <strong>to</strong> meet minimum requirements would improve <strong>the</strong> visi<strong>to</strong>r experience <strong>and</strong><br />
provide greater consistency in health <strong>and</strong> safety requirements <strong>and</strong> outcomes with a<br />
good range of low cost options for users.<br />
The simplified requirements could be more clearly interpreted by planners,<br />
developers, regula<strong>to</strong>rs <strong>and</strong> opera<strong>to</strong>rs <strong>to</strong> facilitate a speedier approvals process.<br />
Impacts on <strong>the</strong> Recommendations from <strong>the</strong> Parliamentary Inquiry<br />
Provision, Use <strong>and</strong> Regulation of <strong>Caravan</strong> Parks (<strong>and</strong> Campgrounds) In Western<br />
Australia: 5, 6, 7, 9, 10, 18, 19, 20, 21 22, 23, 24, 26, 29, 30, 31, 32, 38, 39, 41, 44 & 56<br />
It would support <strong>and</strong> encourage <strong>the</strong> development <strong>and</strong> expansion of commercial<br />
facilities as well as removing some of <strong>the</strong> existing barriers <strong>to</strong> entering <strong>the</strong> market. This<br />
would reduce <strong>the</strong> supply side deficit in many high appeal locations <strong>and</strong> would also<br />
facilitate <strong>the</strong> emergence of more diversity in <strong>the</strong> product style <strong>and</strong> offerings <strong>to</strong> better<br />
suit a range of consumer needs.<br />
