Federal consistency with the CZMA
requires that federal actions that are
likely to affect any land or water in the
coastal zone must be consistent with
the State’s coastal management
program, as approved by the Office of
Coastal Resource Management
(OCRM), NOAA. The State requires
addressing effects on coastal uses or
resources that are the result of federal
actions. Permissible land and water
uses within the coastal zone are
identified in the statewide standards of
the Alaska Coastal Management
Program (ACMP) and the approved
district coastal management plans.
OPMP issues a Coastal Consistency
Determination to certify compliance with
these standards.
Tideland easement authorizes use of
State land for commercial and
noncommercial purposes.
Permits to cross ARRC-owned land,
including Government Hill Greenbelt,
Harvard Park; permit to place viaduct
piers within the ARRC rail yard.
To prevent the importation and spread
of pests, diseases, or toxic substances
that are injurious to the public interest,
and for protection of the agriculture

A right-of-way permit is required for
filling and grading in a Municipality of
Anchorage-platted right-of-way or public
