Action: Develop and implement comprehensive ocean data management procedures, building<br />

on the experience of the JCOMM Pilot Project for WIGOS.<br />

Who: IODE and JCOMM.<br />

Time-Frame: 2012.<br />

Performance Indicator: Improved standards and accessibility of ocean data; Report of the 4 th<br />

session of JCOMM.<br />

Annual Cost Implications: 1-10M US$ (20% in non-Annex-I Parties).<br />

The IODE and JCOMM, in collaboration with the ocean community generally, the <strong>WMO</strong> and other<br />

standard setting bodies, such as ISO and the World Wide Web Consortium, should develop an<br />

international standard for ocean metadata including syntactic and semantic (description, search)<br />

metadata.<br />

Action O33 [IP-04 O34]<br />

Action: Undertake a project to develop an international standard for ocean metadata.<br />

Who: IODE and JCOMM in collaboration with <strong>WMO</strong> CBS and ISO.<br />

Time-Frame: Standard developed by 2011.<br />

Performance Indicator: Publication of standard for an agreed initial set of the ECVs. <strong>Plan</strong> to<br />

progress to further ECV.<br />

Annual Cost Implications: 1-10M US$ (Mainly by Annex-I Parties).<br />

The IODE and JCOMM, in collaboration with the WIS initiative, and building on innovations and<br />

emerging protocols for data transport such as OPeNDAP, should develop an ocean data transport<br />

system for data exchange between centres using ocean data, and for open use by the ocean<br />

community generally (subject to agreed standards).<br />

Action O34 [IP-04 O35]<br />

Action: Undertake a project to apply the innovations emerging from the <strong>WMO</strong> Information<br />

System, and innovations such as OPeNDAP to develop an ocean data transport system for data<br />

exchange between centres and for open use by the ocean community generally.<br />

Who: JCOMM.<br />

Time-Frame: Report by 2012.<br />

Performance Indicator: Report published.<br />
