Action: Work with research programmes to develop autonomous capability for biogeochemical and<br />

ecological variables, for deployment on OceanSITES and in other pilot project reference sites.<br />

Who: Parties’ national ocean research programmes, in cooperation with the Integrated Marine<br />

Biogeochemistry and Ecosystem Research, Surface Ocean – Lower Atmosphere Study, and Land-Oceans<br />

Interactions in the Coastal Zone of IGBP.<br />

Time-Frame: Continuing.<br />

Performance Indicators: Systems available for measuring pCO 2 , ocean acidity, oxygen, nutrients,<br />

phytoplankton, marine biodiversity, habitats, with other ecosystem parameters available for use in reference<br />

network applications.<br />

Annual Cost Implications: 1-10M US$ (50% in non-Annex-I Parties).<br />

Action O30<br />

Action: Deploy a global pilot project of oxygen sensors on profiling floats.<br />

Who: Parties, in cooperation with the Argo Project and the Observations Coordination Group of JCOMM.<br />

Time-Frame: Continuous.<br />

Performance Indicator: Number of floats reporting oxygen.<br />

Annual Cost Implications: 1-10M US$ (10% in non-Annex-I Parties).<br />

Action O31 [IP-04 O32]<br />

Action: Monitoring the implementation of the IOC Data Policy.<br />

Who: JCOMM.<br />

Time-Frame: Continuous.<br />

Performance Indicator: Reports by JCOMM and IODE to the IOC.<br />

Annual Cost Implications: 1-10M US$ (10% in non-Annex-I Parties).<br />

Action: Develop and implement comprehensive ocean data management procedures, building on the<br />

experience of the JCOMM Pilot Project for WIGOS.<br />

Who: IODE and JCOMM.<br />

Time-Frame: 2012.<br />

Performance Indicator: Improved standards and accessibility of ocean data; Report of the 4 th session of<br />

JCOMM.<br />

Annual Cost Implications: 1-10M US$ (20% in non-Annex-I Parties).<br />

Action O33 [IP-04 O34]<br />

Action: Undertake a project to develop an international standard for ocean metadata.<br />

Who: IODE and JCOMM in collaboration with <strong>WMO</strong> CBS and ISO.<br />

Time-Frame: Standard developed by 2011.<br />

Performance Indicator: Publication of standard for an agreed initial set of the ECVs. <strong>Plan</strong> to progress to<br />

further ECV.<br />

Annual Cost Implications: 1-10M US$ (Mainly by Annex-I Parties).<br />

Action O34 [IP-04 O35]<br />

Action: Undertake a project to apply the innovations emerging from the <strong>WMO</strong> Information System, and<br />

innovations such as OPeNDAP to develop an ocean data transport system for data exchange between<br />

centres and for open use by the ocean community generally.<br />

Who: JCOMM.<br />

Time-Frame: Report by 2012.<br />

Performance Indicator: Report published.<br />
