Action: Implement modern distributed data services, drawing on the experiences of the WIS as it develops,<br />
with emphasis on building capacity in developing countries and countries with economies in transition, both to<br />
enable these countries to benefit from the large volumes of data available world-wide and to enable these<br />
countries to more readily provide their data to the rest of the world.<br />
Who: Parties’ national services and space agencies for implementation in general, and Parties through their<br />
support of multinational and bilateral technical cooperation programmes, and the <strong>GCOS</strong> Cooperation<br />
Mechanism.<br />
Time-Frame: Continuing, with particular focus on the 2011-2014 time period.<br />
Performance Indicator: Volumes of data transmitted and received by countries and agencies.<br />
Annual Cost Implications: 30-100M US$ (90% in non-Annex-I Parties).<br />

Action: Develop and publish guidelines for undertaking observational studies in support of impact<br />
assessments and to ensure that data policies facilitate the exchange and archiving of all impact-relevant<br />
observational data.<br />
Who: IPCC TGICA, GTOS and IGBP.<br />
