f. Each element <strong>of</strong> this program will be developed jointly with union representatives and<br />
employees. All documents will be available for examination and copying to all union<br />
representatives and all affected employees. Plant wide procedures will be developed by the<br />
Plant Safety Committee. A union representative will participate in training selection,<br />
development and delivery. Specific lockout procedures will be developed in consultation<br />
with employees who perform those procedures.<br />
g. The Energy Control Program will be reviewed with the Union Shop Committee before<br />
implementation, at least annually thereafter, after major modifications, and on local unions<br />
request.<br />
4. Plant Safety Director. (Management <strong>Lockout</strong> Coordinator)<br />
***COMMENT: An identified management representative must be responsible for all the phases <strong>of</strong> the<br />
lockout program. In most cases, the management lockout coordinator will be the plant safety director. The<br />
management coordinator should have the knowledge to design the program, and the authority to correct<br />
deficiencies.<br />
The management lockout coordinator for this facility is identified at the end <strong>of</strong> this document. (page 11)<br />
Responsibilities <strong>of</strong> the lockout coordinator shall include:<br />
a. The maintenance, revision and updating <strong>of</strong> the Energy Control Program document;<br />
b. Development <strong>of</strong> equipment and task specific energy control procedures;<br />
c. Oversight <strong>of</strong> inspections;<br />
d. Coordination <strong>of</strong> employee lockout training;<br />
e. Maintenance <strong>of</strong> records.<br />
5. Facility <strong>Lockout</strong> Committee.(Local Joint Health and Safety Committee)<br />
***COMMENT.- In many cases the Facility <strong>Lockout</strong> Committee may be the same as the Joint Health and<br />
Safety Committee; it is especially desirable to have a skilled trades representative or a union representative<br />
who is a skilled tradesperson participate in the committee.<br />
These might include engineering disciplines involved in designing workstations; a member <strong>of</strong> the Local Union<br />
Bargaining Committee; machine operators; a worker involved in clean-up operations, or others with an<br />
interest in lockout.<br />
The <strong>Lockout</strong> Committee shall consist <strong>of</strong> equal numbers <strong>of</strong> union and management representatives.<br />
