SUGGESTED TRAINING PROGRAM LANGUAGE<br />

1. Training will be conducted jointly by the local union health and safety representative and the plant<br />
safety department, or by a knowledgeable union or management employee such as skilled trades<br />
worker or a lockout training discussion leader, or a person involved in lockout program development.<br />
The training will ensure that the purpose and function <strong>of</strong> the plant's energy control program is<br />
understood by the workers: and that the knowledge and skills required for the safe application, usage,<br />
and removal <strong>of</strong> energy controls are required by the workers.<br />
The training sessions should be held <strong>of</strong>f-the-job and preferably in a classroom atmosphere. The<br />
training should be conducted in a minimum <strong>of</strong>-hours for affected workers, and up to-hours for the<br />
authorized workers. The training materials should be identified as to their source and should be<br />
applicable to the type <strong>of</strong> machinery and equipment in the plant.<br />
Training sessions will be:<br />

2. Local Union representatives will be notified <strong>of</strong> training sessions and will be able to observe and<br />
participate. Local Union representatives will be:<br />

3. Authorized employees will receive training in the recognition <strong>of</strong> applicable hazardous energy sources;<br />
the type and magnitude <strong>of</strong> the energy available in the workplace; and the methods and means<br />
necessary for energy isolation and control.<br />
4. Each worker who could be affected by the equipment/machinery shut down, isolation, and lockout will<br />
receive training in the purpose and use <strong>of</strong> the energy control procedure.<br />
5. All other employees whose work operations are or may be in an area where energy control<br />
procedures may be utilized, shall be instructed about the procedure, and about the prohibition relating<br />
to attempts to restart or reenergize machines or equipment which are locked out.<br />
6. Retraining must be provided to all authorized and affected workers whenever there is a change in<br />
their job assignment, a change in machines, equipment or process that presents a new hazard; or<br />
when there is a change in the energy control program.<br />
7. Additional retraining must be accomplished whenever a periodic inspection reveals, or whenever the<br />
employer has reason to believe that there are inadequacies in the employee's knowledge or<br />
deviations from the energy control procedures.<br />
